Purpose

This Unemployment Insurance Program Letter (UIPL) provides information to state workforce agencies about changes to NAICS coding for calendar year (CY) 2017 and requests states to update industry codes on employer unemployment insurance (UI) accounts.

Release and Availability of a New Research Report: The Enhanced Transitional Jobs Demonstration: Implementation and Early Impacts of the Next Generation of Subsidized Employment Programs

Purpose

In late 2010, the U.S. Department of Labor (DOL) launched the Enhanced Transitional Jobs Demonstration (ETJD), which provided about $40 million to seven transitional jobs programs that were chosen through a national grant competition. The programs targeted either low-income noncustodial parents (usually fathers) who owed child support but were unemployed and, thus, unable to pay, or individuals who had recently been released from incarceration. This Training and Employment Notice announces the release and availability of the interim impact report from a rigorous evaluation of the ETJD, entitled: The Enhanced Transitional Jobs Demonstration: Implementation and Early Impacts of the Next Generation of Subsidized Employment Programs.

Purpose

To announce the availability of new tools and resources for use by state Unemployment Insurance (UI) agencies and the workforce system to support reemployment of UI claimants and other jobseekers. The tools include a framework that "re-envisions" work search requirements for UI claimants to support their successful reemployment in the 21st century labor market and a My Reemployment Plan tool and implementation guide for use by jobseekers and workforce professionals providing reemployment services in American Job Centers (AJCs).

Reference: Training and Employment Information Notice (TEIN) No. 22-96. Background: Computer applications that use dates for processing or calculating are at risk of systems failure if the applications are not programmed to handle the year 2000. Currently, many applications use a two digit date format (i.e., 98 is used to represent 1998). In the year 2000, the two digit date will read 00, representing 1900. The computer applications will not recognize the century change, unless they are programmed. To accommodate the century change, date formats should be four digits. Pursuant to instructions received from the Office of Management and Budget, ETA is advising its grantee community that ETA reports submitted in electronic fashion will not be affected by the millenial change. Such electronic reports do contain date fields; however, these dates are not used for calculations or processing. Therefore, no programming changes are required for data transmission. Instructions for SPIR data reports will be transmitted at a later date. Action Required: States are requested to provide the above information to appropriate staff.

Fiscal Year (FY) 2017 Advance Funding Levels Available October 2016 for Workforce Innovation and Opportunity Act (WIOA) Programs and Correction to the Adults Age Range for the Economically Disadvantaged Data Factor

Purpose

This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2017 funds, which became available to states in October 2016. This Change 1 to TEGL 17-15 revises the funding available to states on October 2016 to reflect the 0.496 percent reduction enacted in the short-term Continuing Appropriations Act for FY 2017 that was enacted on September 29, 2016 and corrects the Adults age range for the economically disadvantaged data factor.
