Portfolio Study Deliverable
The Evaluation of the Reemployment and Eligibility Assessment (REA) Program aimed to estimate the impact of the U.S. Department of Labor’s REA program, which supported states to address the reemployment needs of Unemployment Insurance (UI) claimants and to prevent and detect UI improper payments. The evaluation included both an implementation study and an impact study. The report presents the results of the impact study.
The body of the Evaluation of Impacts of the Reemployment and Eligibility Assessment (REA) Program Impact Report is deliberately brief. This separate appendix volume provides additional detail. Appendix A develops a formal economic theory of REA-like programs. Appendix B provides additional detail on the econometric specification and other estimation issues.
The Evaluation of the Reemployment and Eligibility Assessment (REA) Program was designed to estimate the impact of the REA program on Unemployment Insurance (UI) duration (the length of time claimants spent on UI, in weeks), employment, and earnings. The evaluation was conducted in four states—Indiana, New York, Washington, and Wisconsin— and included both an implementation study and a large impact study. The brief summarizes the results of the impact study, which randomly assigned more than a quarter of a million UI claimants in a multi-armed design over a one-year period.

The Chief Evaluation Office (CEO) partnered with the Veterans’ Employment and Training Service (VETS) and commissioned contractor ICF Incorporated to conduct the Transition Assistance Program (TAP) Impact Evaluation and TAP Employment Navigator and Partnership Pilot (ENPP) Formative Evaluation.

In 2020, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) and funded contractor Mathematica Policy Research to conduct the Workforce Innovation and Opportunity Act (WIOA) Research Portfolio Project.
The report summarizes the evidence on program models for serving justice-involved adults and young adults through connection to employment, cognitive behavioral therapy (CBT), and case management services. The primary evidence of the effectiveness of these models comes from a review of experimental and quasi-experimental impact evaluations. Information about factors that may contribute to the successful implementation of the models comes from a review of outcome evaluations and implementation studies.
The Self-Employment Training (SET) pilot program was funded by the U.S. Department of Labor (DOL) to test strategies for supporting dislocated workers interested in starting their own businesses. Unemployed and underemployed workers who proposed businesses in their fields of expertise were eligible to participate. SET participants received free access to 12 months of case management, customized training and technical assistance, and up to $1,000 in seed capital microgrant funds for business start-up costs.

NTOs are occupations where specific populations and subpopulations are traditionally underrepresented. DOL defines underrepresented occupations as those in which individuals from one gender or minority group constitute less than 25% of the individuals employed in such occupations.

In 2017, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) and funded contractor Mathematica Policy Research to conduct the National Job Corps Study: 20-Year Follow-Up Study Using Tax Data under the Administrative Data Research and Analysis portfolio of studies. This administrative data analysis aims to assess the long-term employment and earnings outcomes for Job Corps participants in the 1990s using tax data through 2015.
The U.S. Department of Labor (DOL) conducted a rigorous impact evaluation of the Job Corps program in the 1990s. The original National Job Corps Study was a large scale random assignment evaluation to examine program impacts on participants’ employment related outcomes. The design involved the random assignment of all eligible applicants nationwide between 1994 and early 1996 to a program or control group. The study participants are now between the ages of 38 and 46.
Appendices to the National Job Corps Study: 20-Year Follow-Up Study Using Tax Data Final Report. Appendix A presents additional tables of impact results referenced in the main report. Appendix B presents additional details on the tax data, the construction of outcome variables, and analytic methods used to estimate the impacts and interpret them.
In 2019, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration to fund contractors MDRC and Abt Associates to develop research and evaluation framework options that will support the Department of Labor’s efforts to ensure a strategic, continuous learning process responsive to Job Corps’ evidence-building needs.

The report documents and explores the strengths and drawbacks of data sources commonly used to produce impact estimates for evaluations of workforce development programs. Specifically, researchers use information from the Workforce Investment Act (WIA) Adult and Dislocated Worker Programs Gold Standard Evaluation to examine three data sources used to evaluate the impacts of access to services provided by the public workforce system’s Adult and Dislocated Worker programs, two of the largest, publicly-funded workforce development programs in the nation.
With a growing need for a more skilled workforce, providing effective and efficient employment and training services is an important national priority. First authorized under the Workforce Investment Act of 1998 (WIA) and then reauthorized in 2014 under the Workforce Innovation and Opportunity Act (WIOA), the Adult and Dislocated Worker programs are two of the nation’s largest publicly funded programs providing employment and training services.

Making the successful transition to adulthood has become increasingly difficult for many young people in the United States, particularly for those without a college education. Those without a high school degree face even tougher prospects, with especially high unemployment rates and falling wages. A typical worker without a high school diploma earns less today than the same worker did in the 1970s. YouthBuild is a program that attempts to improve prospects for less-educated young people, serving over 10,000 individuals each year at over 250 organizations nationwide.
