The report presents the design of the Unemployment Insurance (UI) Navigators Implementation Study, which is one of the components of the Navigator Study Portfolio Project being conducted by Mathematica and its partners Social Policy Research Associates and Needels Consulting, LLC.

The report examines the early implementation of the Transition Assistance Program (TAP) Employment Navigator and Partnership Pilot (ENPP), which launched April 1, 2021, and variations in implementation by site. Data collection for this study includes interviews and focus groups with pilot staff and transitioning Service members at the 13 pilot sites, as well as with national Veteran employment partners. Interim findings were shared with Veterans’ Employment and Training Service (VETS) leadership to inform pilot enhancement and expansion.

The report describes the quasi-experimental study using administrative data from the U.S. Army and the National Directory of New Hires that examined the impact of the Transition Assistance Program (TAP) on the employment and wages of recently separated Veterans. The study used a matched comparison group design to compare the outcomes of Veterans who participated in TAP to similar Veterans who did not participate. It presents the estimated impacts of participating in TAP up to 36 months post-separation.

The U.S. Department of Labor (DOL) sponsored a process study of the two Pay for Success (PFS) pilots, conducted by Abt Associates, to document project implementation and provide information on the PFS approach to policymakers and program administrators. This is the process study’s report. An earlier interim report documented the development of the pilots and their initial implementation. This final report updates information about the implementation of the pilots and includes observations based on the entirety of the DOL supported portion, or first phase, of the PFS grants.

The report documents the early efforts of Massachusetts and New York as they designed and implemented the Pay for Success (PFS) pilots funded under the U.S. Department of Labor’s (DOL) Workforce Innovation Fund (WIF). This report examines the seven-month period grantees had to develop their grant applications after the Solicitation for Grant Awards (SGA) was announced, the four months of planning once awards were made, and the initial approximately 10 months of operation.

The report identifies the interventions implemented by the 43 Workforce Innovation Fund (WIF) grantees, summarizes findings from the evaluation reports produced between 2015 and 2019, and provides observations regarding the evaluations themselves. Finally, it highlights lessons learned from the experiences with evaluations under WIF and discusses how these lessons might be applied in future initiatives involving grantee-led evaluations.

As part of an ongoing research initiative, the Employment and Training Administration (ETA) in the U.S. Department of Labor (DOL) has been actively exploring the use of technology-based learning (TBL) in the public workforce system and has sponsored several discrete but related studies. The report focuses on two areas of this research: 1) emerging state policies on TBL and 2) use of TBL at the local level in American Job Centers (AJCs).
In an effort to evaluate the Workforce Online Learning Information Portal (WOLIP) project in four states and to learn more about how best to implement online learning in state-driven workforce investment systems, Employment and Training Administration (ETA) funded the Rutgers University Center for Women and Work to conduct a formative evaluation of the WOLIP demonstration project and to provide technical assistance. The report summarizes the findings and observations from the evaluation research, which concluded September 2011.
In July 2012, Fort Scott Community College in Fort Scott, Kansas, received a grant totaling $1.5 million to develop and implement the water technologies training program for residents of the Kansas Juvenile Correctional Complex (KJCC) in Topeka. The goal of the training program was to increase incarcerated youth’s employment and earnings potential and reduce their recidivism rates after release from the correctional facility. Obtaining good job placements in high-demand occupations could help youth develop economic stability and, ultimately, self sufficiency.

Youth from low-income neighborhoods are at risk of poor outcomes throughout their lives. Many will drop out of school, which can lead to economic hardship and a greater chance of getting involved in the criminal justice system—making their lives even more difficult.

In 2014, law enforcement agencies made about 1 million juvenile arrests, each of which generated a record. Having a juvenile record reduces a youth’s prospects in life by limiting employment, educational, and housing opportunities long after the incident’s resolution. Yet a juvenile record does not have to permanently restrict a youth’s opportunities. Youth with juvenile records can reduce or completely bar public access to their records by expunging or sealing them.

In 2014, law enforcement agencies in the United States made nearly 1 million juvenile arrests. Roughly half of the cases formally processed resulted in youth being adjudicated delinquent. Youth with convictions face lasting collateral consequences such as decreased access to education, employment opportunities, and certain social welfare benefits, like Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance for Needy Families (TANF), aside from more direct consequences like fines, fees, or imprisonment. Recognizing this, the U.S.

To better understand the efficiency and practicality of the State Exchange on Employment and Disability (SEED) initiative, the U.S. Department of Labor's (DOL) Chief Evaluation Office (CEO), in collaboration with the Office of Disability Employment Policy (ODEP), conducted a formative evaluation. The formative evaluation would engage with stakeholders as the initiative was being developed and implemented through identifying fidelity of implementation and providing midstream assessments so that the implementers could make real-time adaptations.

This report on the formative evaluation provides background on the initiative and the evaluation. It also provides a description of SEED’s progress at roughly the halfway point of the evaluation and offers implications for continuation of the initiative.

First, they provide an overview of the existing federal and state policies that support leave-taking. Second, they discuss utilization trends associated with state-based paid leave laws. And finally, they delve into barriers to use of these paid leave benefits.

Over the past several decades, job search support groups, commonly referred to as “job clubs,” have evolved into one of several important activities used by the public workforce system and faith- and community-based organizations to enhance worker readiness and employability, as well as to provide ongoing support to unemployed and underemployed individuals as they search for jobs. The U.S. Department of Labor's (DOL) Chief Evaluation Office (CEO) contracted in September 2012 with Capital Research Corporation, Inc.
In February 2012, the U.S. Department of Labor (DOL) contracted with Avar Consulting, Inc., along with subcontractors Capital Research Corporation, Inc., and George Washington University, to conduct a formative evaluation of the redesigned Transition Assistance Program (TAP) Employment Workshop for members of the military before their separation from active duty. The report is broken into three main sections. Section I provides a synthesis of findings from three observational visits of the revised 3-day TAP Employment Workshop conducted by a team of Avar researchers in May and June 2013.
