- For more specific results, use quotation marks around phrases.
- For more general results, remove quotation marks to search for each word individually. In 2014, law enforcement agencies made about 1 million juvenile arrests, each of which generated a record. Having a juvenile record reduces a youth’s prospects in life by limiting employment, educational, and housing opportunities long after the incident’s resolution. Yet a juvenile record does not have to permanently restrict a youth’s opportunities. Youth with juvenile records can reduce or completely bar public access to their records by expunging or sealing them.

In July 2012, Fort Scott Community College in Fort Scott, Kansas, received a grant totaling $1.5 million to develop and implement the water technologies training program for residents of the Kansas Juvenile Correctional Complex (KJCC) in Topeka. The goal of the training program was to increase incarcerated youth’s employment and earnings potential and reduce their recidivism rates after release from the correctional facility. Obtaining good job placements in high-demand occupations could help youth develop economic stability and, ultimately, self sufficiency.

Youth from low-income neighborhoods are at risk of poor outcomes throughout their lives. Many will drop out of school, which can lead to economic hardship and a greater chance of getting involved in the criminal justice system—making their lives even more difficult.

The report summarizes the evidence on program models for serving justice-involved adults and young adults through connection to employment, cognitive behavioral therapy (CBT), and case management services. The primary evidence of the effectiveness of these models comes from a review of experimental and quasi-experimental impact evaluations. Information about factors that may contribute to the successful implementation of the models comes from a review of outcome evaluations and implementation studies.
Using contemporary, nationally representative longitudinal survey data from the National Longitudinal Survey of Youth 1997, with sequence analysis and regression methods, this paper examines how various forms of criminal justice contact, including arrest and incarceration in jail and prison, are associated with labor market participation and a variety of employment outcomes, including weeks worked, wage, job satisfaction, and shift scheduling. Specifically, the paper examines the stability of labor market participation and employment over time using sequence analysis methods.

To help individuals successfully reenter society after time in jail, the U.S. Department of Labor (DOL) awarded $10 million in grants to 20 local workforce development boards (LWDBs) in June 2015 for the Linking to Employment Activities Pre-Release (LEAP) initiative. Central to the LEAP initiative was creating jail-based American Job Centers (AJCs) with direct linkages to community-based AJCs. A complex array of factors including jail and local community characteristics influenced the development and operations of jail-based AJCs as well as the experiences and outcomes of participants.

The brief discusses how jail-based American Job Center (AJC) staff assessed inmates’ needs and goals, prepared employment and service plans, and delivered services to address participants’ barriers before their transition to the community and the workforce.

The brief describes Linking to Employment Activities Pre-Release (LEAP) participants’ experiences, their impressions of the staff they encountered, and their suggestions for improvement, based on data from 18 pre-release and 9 post-release focus groups. Of the 3,110 LEAP participants enrolled as of June 2017, 104 attended the focus groups.

The Linking to Employment Activities Pre-release (LEAP) grants sought to create a stronger linkage between pre- and post-release employment services for justice-involved individuals. Case management—coordinating services for and working directly with clients—is an important aspect of that linkage. In the LEAP sites, interactions with case managers played a role in shaping participants’ experiences with employment services in the jail, and their engagement.

Reentering the community is a challenging transition for justice-involved individuals who often face numerous barriers in restarting their lives outside of jail. It is similarly challenging for service providers who aid them during this transition—recently released individuals become difficult to contact once outside, are spread over a larger geographic area, and face competing demands on their time.

In 2015, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) and funded contractors Mathematica Policy Research and Social Policy Research Associates to conduct the Linking to Employment Activities Pre-Release (LEAP) Program Evaluation. The evaluation aims to examine program implementation at each of the 20 LEAP pilot locations through site visits at each location, phone interviews, focus groups, and analysis of grantees’ quarterly performance reports.

The report describes a study that examines the characteristics of workers’ compensation claims, case management indicators, and work outcomes using administrative data on the cases reported under the Federal Employees’ Compensation Act (FECA) from 2005 to 2010.

In July 2007, the U.S. Department of Labor (DOL), Employment and Training Administration (ETA) created the Beneficiary Choice Program, a demonstration to help ex-offenders successfully enter and remain in the workforce and stay free of crime. DOL awarded five grantees a total of $10 million through two rounds of grants to serve approximately 450 participants each. To be eligible to receive services, ex-offenders had to be between the ages of 18 and 29, within 60 days after release of incarceration, and convicted of a federal or state crime.
