Portfolio Study Deliverable
Ongoing research and evaluation that produce actionable, widely disseminated evidence are central to the continuous improvement of U.S. Department of Labor (DOL) programs. In addition, the Workforce Innovation and Opportunity Act of 2014 (WIOA) requires DOL to conduct periodic, independent evaluations to inform the effective operation of WIOA programs and services. To support the development of DOL’s research portfolio, this scan examines existing evidence on key topics related to WIOA programs and services.

The report describes recent and long-term economic and policy developments with relevance for the public workforce system. This research evidence scan is one of a pair of reports developed as part of DOL’s WIOA Research Portfolio project. The companion report is A Research Evidence Scan of Key Strategies Related to the Workforce Innovation and Opportunity Act (WIOA) Report (Deutsch et al. 2021).
This brief documents findings from the Ready to Work (RTW) Partnership Grant Evaluation, describing how the grantees’ programs were implemented over the full term of the grant, the institutional benefits the grantees anticipated would be sustained after the grants ended, and lessons for current workforce programs. Future reports, to be released in 2021 and 2022, will examine the impact of the four programs on participants’ education and employment outcomes. Findings from this implementation study will be important in interpreting those impact results.

On October 1, 2012, the Office of Workers’ Compensation Programs (OWCP) introduced two new requirements for all cases within the Federal Employees’ Compensation Program (FECP). The first requirement is that within 28 days of the start of a worker’s participation in FECP disability management, OWCP must assign a field nurse to the case. The second requirement is that, for workers determined to be “totally disabled,” a second opinion evaluation is necessary if the case remains unresolved after 12 months.

The report discusses and presents the outputs of a Cooperative Agreement between The University of Texas School Health Science Center at Houston School of Public Health and the Bureau of International Labor Affairs (ILAB) and the Chief Evaluation Office (CEO) at the U.S. Department of Labor (DOL).
The report presents findings from the Unemployment Insurance (UI) Deficit Financing Study. While the study is retrospective in nature, the report is designed to inform states’ decision making about UI-related borrowing activities in the future, discusses the rationale for the study, the research questions addressed and methods used, and a roadmap for the report.
COVID-19 has caused hiring freezes and business and institutional closures, which affected disconnected youth’s ability to continue working with service providers to meet employment and education goals and basic needs. In response, and in order to continue supporting youth, providers have adapted their services. To assess these adaptations, Mathematica and its subcontractor, Social Policy Research Associates, conducted a supplemental study as part of the National Evaluation of the Performance Partnership Pilots for Disconnected Youth (P3).
The Consolidated Appropriation Act of 2014 authorized the Performance Partnership Pilots for Disconnected Youth (P3), which provided awarded pilots the flexibility to use funding from across multiple Federal discretionary programs to support efforts to improve the systems serving youth and youth’s outcomes. The report assesses the 14 awarded pilots’ implementation of the Federal vision for P3. Findings showed that pilots took a variety of approaches to try to improve youth outcomes, which commonly included new or enhanced services.

The brief provides a case study of the Sacramento Partnership Pilots for Disconnected Youth (P3) pilot. As such, it seeks to understand the context for the pilot and describe the pilot’s approach to supporting homeless youth. First, drawing on current literature, the brief provides an overview of the state of youth homelessness and housing insecurity in Sacramento, along with a review of approaches that may have promise in supporting this population.

In the brief, the Partnership Pilots for Disconnected Youth (P3) study team has placed pilots’ efforts to sustain systems change along a continuum. At one end of this continuum, two pilots approached P3 as a platform to facilitate systems change in their communities. Next along the continuum is a pilot that had taken initial steps toward systems change by the end of its P3 grant. Next, two pilots reported that through P3 they had strengthened partnerships and broken down silos but that the systems for serving disconnected youth did not experience much change as a result of P3.

The summary details the research activities and highlights key findings from all components of the five-year Performance Partnership Pilots for Disconnected Youth (P3) evaluation. First, researchers describe the implementation study, and provide an overview of the study’s findings. Then, they describe the evaluation technical assistance activities provided to grantees and their local evaluators and present findings from the synthesis of Cohort 1 pilots’ local evaluation reports. Lastly, they offer brief considerations of how the lessons learned from P3 can inform future efforts.

In the issue brief, researchers provide a benchmarking study of the Worker Paid Leave Usage Simulation (Worker PLUS) Model simulation results. The results from the Worker PLUS model are compared to those from an existing paid leave simulation model developed by Albelda and Clayton-Matthews (2017, the ACM model) and actual program administrative data. Simulation results compared include program benefit outlays and program participation for three state paid leave programs in California, New Jersey, and Rhode Island.
The issue brief provides a benchmarking study of the Worker Paid Leave Usage Simulation (Worker PLUS) Model’s Benefit Financing module. Researchers compare payroll tax revenue estimates from Worker PLUS to actual program administrative data for three state paid leave programs (California, New Jersey, and Rhode Island). The study shows that the Benefit Financing module produces conservative revenue estimates in these cases, by underestimating the payroll tax revenue by about 10% to 15%.
This is a companion document to the Worker Paid Leave Usage Simulation model, or Worker PLUS model, and is part of two supplementary resources on administrative costs. The second supplementary resource is an Excel template, titled “Administrative Cost Excel Template,” which presents a starting template of standard administrative cost categories observed in paid family and medical leave (PFML) programs as a platform to plan, estimate, and test the administrative costs of running a new program. The Excel template is available to users when they download the model.

The brief also discusses the implication of the model testing results on choice of simulation methods, assessment of program take-up rates, and estimation of program benefit outlays.
The issue brief provides a step-by-step guide to using the Worker Paid Leave Usage Simulation (Worker PLUS) Model to perform an example policy simulation of the recently proposed parental leave program for federal workers. The model uses as its intakes the 2018 U.S. Department of Labor (DOL) Family and Medical Leave Act Employee Survey and the sample of civilian employees at the federal government from the 2014–2018 American Community Survey Public Use Microdata Sample and applies program parameters that best reflect the proposed leave program.
In the issue brief, researchers use simulation results from the Worker Paid Leave Usage Simulation (Worker PLUS) Model to analyze the impacts of moving from the unpaid leave system under the current Family and Medical Leave Act to a system that includes a paid leave program that adopts the program rules of the existing program in California. The population considered consists of individuals who work in the state of Maryland who meet the eligibility rules of the California program, and among them, the low-wage workers who earn no more than $30,000 annually.
The brief provides a step-by-step guide to performing example simulations using the Worker Paid Leave Usage Simulation (Worker PLUS) model. With this guide, users should be able to replicate the provided example of model running using either the Python or the R simulation engine, and to check how the simulation results compare against actual program data for existing state programs in California, New Jersey, and Rhode Island.

Many youth in America are not on track for labor market success. One factor that increases the risk of poor labor market outcomes among these youth is dropping out of school (Rumberger 2020). Youth who drop out of school are at greater risk for job instability and for lower long-term earnings (Hair et al. 2009). They are also more likely to struggle with mental health and substance abuse issues (Maynard et al. 2015). These challenges are compounded for youth who have early involvement with the juvenile or criminal justice systems.

In 2017, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund contractors Urban Institute, George Washington University, Capital Research Corporation, and the National Association of State Workforce Agencies to conduct an analysis of employer performance measurement approaches required by Workforce Innovation and Opportunity Act (WIOA).
Quasi-Experimental Design
The Contingent Worker Supplement (CWS) to the Current Population Survey— administered six times between 1995 and 2017—is uniquely valuable in providing detailed information on a consistent set of work arrangements in a large, nationally representative survey. Drawing on data from all six CWS waves, researchers provide an in-depth picture of the nature of contingent and alternative work and whether and how employment arrangements are changing in the United States.
