Researchers investigated how less-educated and less-experienced workers in Ohio benefit from registered apprenticeships. The researchers focused on 18-24 year old males. Regression results show that compared to individuals who have similar pre-program educational backgrounds but have little or no job training, apprentices have significantly higher earnings six years after program entry. The wage premiums for apprentices persist for at least nine years after program entry.
Researchers used de-identified data from California personal income tax returns to measure the frequency and nature of independent contracting work in California. The researchers identified independent contractors by the presence of a Schedule C on the tax return. They estimate that 16% of California workers aged 18-64 report some Schedule C income; about two-thirds of these do not have traditional jobs generating W2s and get all of their earnings from Schedule C work. There has been little change in the prevalence of Schedule C work since 2012.

Using contemporary, nationally representative longitudinal survey data from the National Longitudinal Survey of Youth 1997, with sequence analysis and regression methods, this paper examines how various forms of criminal justice contact, including arrest and incarceration in jail and prison, are associated with labor market participation and a variety of employment outcomes, including weeks worked, wage, job satisfaction, and shift scheduling. Specifically, the paper examines the stability of labor market participation and employment over time using sequence analysis methods.

The report presents findings on plan filings of Form 5500 using data from 2000 to 2016. The Employee Benefits Security Administration (EBSA) administers and enforces the reporting, disclosure, and fiduciary requirements of Title I of the Employee Retirement Income Security Act of 1974. Form 5500 captures important employee benefit plan information on plan type, plan administration, and plan benefits.

On October 1, 2012, the Office of Workers’ Compensation Programs (OWCP) introduced two new requirements for all cases within the Federal Employees’ Compensation Program (FECP). The first requirement is that within 28 days of the start of a worker’s participation in FECP disability management, OWCP must assign a field nurse to the case. The second requirement is that, for workers determined to be “totally disabled,” a second opinion evaluation is necessary if the case remains unresolved after 12 months.

The report documents and explores the strengths and drawbacks of data sources commonly used to produce impact estimates for evaluations of workforce development programs. Specifically, researchers use information from the Workforce Investment Act (WIA) Adult and Dislocated Worker Programs Gold Standard Evaluation to examine three data sources used to evaluate the impacts of access to services provided by the public workforce system’s Adult and Dislocated Worker programs, two of the largest, publicly-funded workforce development programs in the nation.
The U.S. Department of Labor (DOL) Employee Benefits Security Administration (EBSA) administers and enforces the reporting, disclosure, and fiduciary requirements of Title I of the Employee Retirement Income Security Act of 1974 (ERISA). Multiple Employer Welfare Arrangements (MEWAs) and certain Entities Claiming Exception (ECEs) must file the Form M-1 report annually. Form 5500 is an annual report that employee benefit plans must file to satisfy reporting requirements under Title I and Title IV of ERISA and under the Internal Revenue Code.
Earnings are a key outcome in evaluating the impact of job training and other employment- oriented assistance programs. Adequate and sustained earnings provide a reliable measure of success for these interventions and contribute to other positive outcomes as well. Accordingly, high quality data on the income earned from employment—including self-employment—are an essential component of any analysis that seeks to understand the consequences of participating in an employment-assistance program.

Alternative Work Arrangements (AWAs) are contract forms commonly associated with less attachment, lower wages, and fewer worker benefits. Even though AWAs are theoretically cheaper for firms, they continue to account for only 10% of employment. The researcher explores why AWAs are not more widely used, given their purported economic benefit for firms. Legal rules suggest that while AWAs have lower fixed costs of employment, they may be less productive than standard employment and likely attract lower-type workers.

Research indicates that individuals of different races, ethnic backgrounds, and class origins tend to differ in their unemployment rates. We know less, however, about whether these differences result from the different groups’ unequal risks of entering or exiting unemployment, and even less about how economic fluctuations moderate the ethnoracial and class-origin gaps in the long term risks of transitioning into and out of unemployment.

The U.S. Department of Labor’s (DOL’s) Chief Evaluation Office (CEO), in collaboration with the Office of Disability Employment Policy (ODEP), contracted with IMPAQ International, LLC (IMPAQ), to investigate the public workforce system’s involvement in the Social Security Administration’s (SSA’s) Ticket to Work (TTW) program. The TTW program is designed to reduce or eliminate reliance on SSA disability benefits by increasing beneficiaries’ financial independence.

Worker moral hazard has been shown in some empirical studies to influence workers’ compensation insurance claims patterns. According to moral hazard theory, temporary help services workers would be expected to file a greater number of spurious claims than traditional, directly-hired employees as a result of greater safety information asymmetry between staffing agencies and the temporary help services workers they place in third party workplaces than between employers and their directly-hired employees.
The nature of the employer-employee relationship is drastically changing in the United States, with lead employers employing fewer workers directly and instead relying on intermediaries and contracting firms for providing labor services. In the paper researchers investigate the incidence and effects of outsourcing labor service jobs in food, cleaning, security and logistics (FCSL) to business service firms. They first provide long time series using Census and ACS data documenting large movements of FCSL jobs to business service firms, with an accelerating trend since the Great Recession.

In the paper the researchers analyze if the share of agricultural employment can contribute to strengthening employment resilience in Indian Country. They define Indian Country as all reservation territories within the contiguous United States. They construct employment data by sector for Indian Country based on Zip Code level data from 1990 to 2015. They analyze employment growth in Indian Country across recessions and recovery periods and find Indian Country generally to be less affected by recessions than the United States as a whole.
