Country Level Engagement and Assistance to Reduce Child Labor II (CLEAR II) Learning Description The process for defining workplans in CLEAR II countries involved consultations with different Ministries and Agencies involved in the fight against child labor. However, workplans were agreed with MoL and no agreements for direct activities with other ministries were established except in Jamaica where a signed MOU exists for CPFSA under the Ministry of Education. Although participation of officials from other ministries in trainings, workshops or membership in project-established bodies such as the LRCs, enhanced planning, limiting agreements to MOL alone reduces the effectiveness of capacity building efforts, ultimately limiting the host government’s potential for a comprehensive response to concrete cases of child labor that future projects should avoid. Project Pathways: Reducing Child Labor Through Viable Paths in Education and Decent Work (Promise Pathways) Learning Description Supplies provided to children can be sufficient to help them return to school in the short term. Sometimes, however, it can also be seen as a rather reductionist strategy if the situation of underlying poverty is not addressed and in cases when the Promise Pathways project does not provide all services for each child, such as in Ichmraren where there are no services available to which the project can refer beneficiaries. The supplies could also be adapted to individual needs for better effectiveness; for example, providing gender-specific services in order to improve girls’ attendance in secondary school. In addition, the quality and durability of the materials supplied must be monitored. Click here to access the report |

Project Pathways: Reducing Child Labor Through Viable Paths in Education and Decent Work (Promise Pathways) Learning Description It is necessary to ensure continuous monitoring and assessment of project strategies during the implementation process in order to adapt to shifting needs and realities. In particular, early adaptation to a changing institutional environment would be beneficial. Therefore, the ability to quickly design or reallocate strategies and/or to act quickly on needs would be advantageous, such as school feeding programs or health insurance. Whatever the decision (further remedial program activities/interruption; allow/do not allow payment of the school feeding program and health insurance for the project beneficiaries), it is important to reach a solution quickly in order not to burden the implementation and allow new strategies to evolve as a response to the initial decision. _x000D_ Click here to access the report |
