Updated Information on POWER Initiative National Dislocated Worker Grants

Purpose

To announce the continued availability of up to $31 million (remaining of an initial $38 million set-aside) in National Dislocated Worker Grants (DWGs) from funds available in Program Years (PY) 2016 and 2017 as part of the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative, and to increase the maximum award amount to $5 million from the previously-announced $2 million, to support the planning and implementation of workforce strategies for regions and communities that are negatively impacted by changes in the coal economy.

Health Coverage Tax Credit (HCTC) for Eligible Trade Adjustment Assistance (TAA) Recipients and Alternative TAA (ATAA) and Reemployment TAA (RTAA) Recipients.

Purpose

To advise State Workforce Agencies (SWAs) about their responsibilities related to the HCTC program for Calendar Year (CY) 2016; provide guidance regarding state data transmittals of eligible TAA and ATAA/RTAA recipients to the Internal Revenue Service (IRS) for HCTC purposes for CY 2017; and to announce an opportunity for SWAs to request funding to support the costs associated with the reinstatement of the advance credit option of the HCTC program.

Additional State Instructions for Processing Waivers of Recovery of Overpayments under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, as Amended

Purpose

To provide additional instructions for circumstances under which a state may waive recovery of overpayments under the CARES Act Unemployment Compensation (UC) programs, including elaborating on the criteria for waiving recovery of overpayments where an individual is without fault on an individual, case-by-case basis and expanding the existing limited scenarios for permissible use of "blanket waivers," and to remind states that recovery activities for fraudulent overpayments may never be waived. This Unemployment Insurance Program Letter (UIPL) also describes the required collection activities for overpayments under the CARES Act UC programs which are not eligible for a waiver of recovery.
