Improving Literacy and Numeracy Gains of Workforce Investment Act (WIA) Youth Program Participants

Purpose

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide guidance to state and local workforce investment area staff and WIA Youth Program service providers to increase literacy and numeracy gains of out-of-school, basic skills deficient youth and to further clarify reporting policies and requirements. This TEGL does not change or replace any previous guidance related to the literacy and numeracy gains measure.

To announce the availability of up to $65 million for Reemployment & System Integration (RSI) Dislocated Worker Grants (RSI-DWGs) of up to $1.1 million per State (including Outlying Areas), to support high quality service delivery and improve employment outcomes for dislocated workers, including those who are also unemployment insurance claimants or long-term unemployed, through investment in integrated technology solutions that support connectivity across programs and services provided to dislocated workers. These grants will be funded through the National Dislocated Worker Grant program.

Grant Opportunity for States to Participate in the American Rescue Plan Act (ARPA) Unemployment Insurance (UI) Navigator Program

Purpose

To notify State Workforce Agencies of the availability of up to $15 million for selected states to participate in the ARPA UI Navigator Program. These funds will help workers learn about, apply for, and, if eligible, receive UI benefits and related services (i.e., navigate the UI program) and to support state agencies in delivering timely benefits to workers—especially individuals in groups that are historically underserved, marginalized, and adversely affected by persistent poverty and inequality.
