Additional Grant Opportunities for Promoting Equitable Access to Unemployment Compensation (UC) Programs

Purpose

To temporarily re-open the application period for states, which did not submit prior applications, to apply for UI equity grants described in UIPL No. 23-21 for activities eliminating administrative barriers to benefit application, reducing state workload backlogs, improving the timeliness of unemployment compensation (UC) payments to eligible individuals, and ensuring equity in fraud prevention, detection, and recovery activities. This UIPL also announces the opportunity for all states to receive amounts in addition to their original allocation described in Attachment I to UIPL No. 23-21.

Purpose

This Unemployment Insurance Program Letter (UIPL) is to inform states regarding the availability of additional funding to support states’ participation and correspondence with the U.S. Department of Labor (Department), Employment and Training Administration’s (ETA’s) outreach efforts regarding ongoing CARES Act program activity, commonly referred to as ETA’s “well-defined ask”.

States should direct inquiries to the appropriate ETA Regional Office.  Additionally, states should submit each SF-424 as described in Section 4.c. of this UIPL via www.grants.gov and by e-mail to OUI at eta-ui-inquiries@dol.gov, with a copy to the appropriate ETA Regional Office, no later than the close of business on June 16, 2023.  ETA will award funding in the order the applications for funding are received and will begin submitting grants awards upon receipt of states’ applications.

The OFCCP will provide an agency overview that will include workplace protections against employment discrimination and harassment for LGBTQIA+ workers. Natalie Lasky, armed forces veteran from the LGBTQIA+ community and multimedia journalist, will discuss her experiences on transitioning in the workplace and provide ways in which HR and Senior Leadership can foster and create LGBTQIA+ friendly workplaces. Brandon Million will discuss ways to create an inclusive atmosphere for LGBTQIA+ employees. Further he will discuss things that LGBTQIA+ employees need to look for or ask potential employers.
