Purpose

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2020; PY 2020 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2020.

Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 - Pandemic Unemployment Assistance (PUA) Program Reporting Instructions and Questions and Answers

Purpose

As States have gained experience administering the PUA program under the CARES Act, they have identified questions about aspects of the program's operation. The purpose of this UIPL is to address those questions and provide further guidance about the PUA program authorized by section 2102 of the CARES Act of 2020, Public Law (Pub. L.) 116-136 and to provide instructions for completing Form ETA 9178-P, Quarterly Narrative Progress Report - Employment and Training Supplemental Budget Request Activities.

Veterans Career Transition Project at Select Job Corps Centers

Purpose

To inform the public workforce system about the career transition pilot demonstration project available for veterans, ages 20-24, at select Job Corps centers and to encourage eligible veterans to access training opportunities at these sites. In the one-year demonstration project sponsored by the Employment and Training Administration (ETA), Office of Job Corps (OJC); and the Veterans’ Employment and Training Service (VETS), veterans receive training with an opportunity to earn a credential or certificate. Project participants receive a stipend, housing, meals, assistance with employment and post-employment support. This project is an important resource for veterans transitioning from military service, who may have barriers to employment such as being at risk of homelessness, or lacking postsecondary credentials, and other young veterans who need additional education and training.

Purpose

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") by: 1) identifying the FY 2020 Initial Allocation of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.
