Reentering the community is a challenging transition for justice-involved individuals who often face numerous barriers in restarting their lives outside of jail. It is similarly challenging for service providers who aid them during this transition—recently released individuals become difficult to contact once outside, are spread over a larger geographic area, and face competing demands on their time.

The purpose of the report is to explore implementation of Youth CareerConnect (YCC) about two years after funding began. This report draws information from five sources: (1) a grantee survey describing YCC as it was implemented in one of its schools, (2) grantees’ quarterly progress report narratives, (3) visits to 10 grantees, (4) YCC’s Participant Tracking System, and (5) a survey of parents and students in YCC in 8 of the grantees visited.

A key challenge facing policymakers and program administrators is how to develop effective strategies to help Americans facing economic challenges, particularly the long-term unemployed, to succeed in the labor market. During the deep recession of 2008-2009, an unprecedented number of workers lost their jobs and many remained under- or unemployed, even as the economy recovered.

The nature of the employer-employee relationship is drastically changing in the United States, with lead employers employing fewer workers directly and instead relying on intermediaries and contracting firms for providing labor services. In the paper researchers investigate the incidence and effects of outsourcing labor service jobs in food, cleaning, security and logistics (FCSL) to business service firms. They first provide long time series using Census and ACS data documenting large movements of FCSL jobs to business service firms, with an accelerating trend since the Great Recession.

The brief summarizes a simulation analysis of five different paid family and medical leave model programs based on working programs in three states and a federal proposal, all applied to the national workforce. The analysis simulates worker behavior and estimates how many paid leaves would be taken under each model, the average weekly benefit level for each leave, and the total costs of the benefits paid. The analysis estimates the cost of benefits in dollars and as a share of total payroll for the nation as a whole and across industries and establishments of different sizes.

Analyses show that providing paid sick days under any alternative model policy increases the amount of paid time workers are able to take for medical and family needs, as intended, at reasonable costs to employers, ranging from 0.10 percent to 0.29 percent of payroll according to the generosity of the model. Employers of different sizes and in different industries would experience a range of costs under each model.

The brief explores the distributional impact of three alternative policy models for providing paid sick days taken from actual policies in the states and a federal proposal selected to show a range of generosity of provision. San Francisco was the first U.S. locality to pass paid sick days in 2006. Their Paid Sick Leave Ordinance (PSLO) covers nearly all workers in San Francisco and provides up to five days per year for workers employed in small businesses (under ten employees) and up to nine days per year for workers employed in larger businesses.

In 2012, the U.S. Department of Labor’s (DOL) Chief Evaluation Office (CEO) contracted with IMPAQ International, LLC and its partners, the Burton Blatt Institute (BBI) and Universal Designers and Consultants (UD&C), to measure the accessibility of American Job Centers (AJC) for people with disabilities. The bulk of previous research on AJC accessibility involved case studies or limited surveys focused on specific issues. Prior to this study, there had been no comprehensive survey of AJCs.
Between the critical ages of 16 and 24, many low-income youth are at risk of becoming disconnected from school and the labor market. Previous research suggests that more than 30 percent of high school dropouts in this age range are unemployed, partly because they lack postsecondary credentials, labor market experience, and other forms of human capital. Low-income and minority youth who obtain a high school degree and enroll in college are less likely than their peers to complete their degree, often lacking the guidance and resources needed to succeed in postsecondary education.

The Homeless Veterans Reintegration Program (HVRP) is intended to provide services to assist in reintegrating homeless veterans into meaningful employment. In May 2014, U.S. Department of Labor's (DOL) Chief Evaluation Office (CEO) contracted with Avar Consulting, Inc. to conduct a formative evaluation of the HVRP program.

The report examines expansions to the unemployment compensation system that followed the onset of the Great Recession. Before the recession, eligible workers losing a job could collect up to 26 weeks of unemployment insurance (UI) benefits in most states. Near the end of 2009, up to 99 weeks were available in high-unemployment states through the UI program, the Emergency Unemployment Compensation Act of 2008 (EUC08) program, and the Extended Benefits (EB) program. The researchers' main analysis used administrative and survey data on 2,122 recipients in 12 states.

The report presents the findings of the United Services Military Apprenticeship Program (USMAP) Implementation Study and Feasibility of an Impact Study as conducted by L&M Policy Research and the Urban Institute. In undertaking the analysis, the L&M-Urban team interviewed key staff members involved with USMAP operations. In addition, the team conducted 11 focus groups at two Navy and two Marine Corps bases with USMAP apprentices, USMAP completers, and USMAP supervisors.

As thousands of military veterans return from Operation Enduring Freedom and Operation Iraqi Freedom and seek to enter the civilian labor market, providing effective employment and training services to veterans is becoming increasingly important.
Typically, unemployed workers who have met their state’s eligibility criteria for benefits can receive up to 26 weeks of unemployment benefits, which are intended to provide a financial cushion while the workers adapt to the loss of a job and household income. These state-funded benefits, often referred to as regular Unemployment Insurance (UI), are available regardless of the strength of the economy.

For many Americans, the recession that began in 2007 led not only to job loss, but also to losing health insurance for themselves and their families. Three-quarters of nonelderly Americans who have health insurance receive coverage through an employer. In most cases, the employer pays for a relatively large portion of the cost of the coverage. Given the predominance of health insurance that is sponsored and subsidized by employers, the loss of a job is often accompanied by the loss of health care coverage.

The report describes an exploratory investigation that contrasts the experiences of Jobs for Veterans State Grants (JVSG) veterans, non-JVSG veterans, and non-veterans who participated in federally-funded employment services. It examines employment rates, earnings, duration in employment services, and how quickly customers receive staff-assisted services. Comparisons were also made across gender, age, and military separation status.
To understand the connections between Workforce Data Quality Initiative (WDQI) grants and state efforts to develop Consumer Report Card Systems (CRCSs), the U.S. Department of Labor (DOL) contracted with IMPAQ International, LLC (IMPAQ) to conduct the Feasibility of Using WDQI and Eligible Training Provider Lists (ETPLs) Data for Consumer Reports project. Over the past several decades, job search support groups, commonly referred to as “job clubs,” have evolved into one of several important activities used by the public workforce system and faith- and community-based organizations to enhance worker readiness and employability, as well as to provide ongoing support to unemployed and underemployed individuals as they search for jobs. In 2010, Secretary of Labor Hilda L. Solis made Good Jobs for Everyone the strategic vision for the U.S. Department of Labor (DOL), characterizing a good job as one that “…is safe and secure and gives people a voice in the workplace.” From this vision, DOL developed the concept of “Worker’s Rights – Access, Assertion, and Knowledge” (WRAAK) as a way of measuring Secretary Solis’ vision.
