Youth CareerConnect Program - SGA-DFA-PY-13-01
The Employment and Training Administration (ETA), U.S. Department of Labor (DOL), announces the availability of approximately $100 million in grant funds, authorized under Section 414(c) of the American Competitiveness and Workforce Improvement Act of 1998 (ACWIA), as amended (codified at 29 U.S.C. 2916a), for the Youth CareerConnect grant program. The program is designed to provide high school students with education and training that combines rigorous academic and technical curricula focused on specific in-demand occupations and industries for which employers are using H-1B visas to hire foreign workers as well as the related activities necessary to support such training to increase participants' employability in H-1B in-demand industries and occupations. Furthermore, given the large number of H-1B visas in science, technology, engineering and math (STEM) industries, pending high quality proposals, DOL expects a large share of the grants to support education and training in STEM industries. The ultimate goals for the program are to ensure that participants gain academic and occupational skills by completing the program and graduating from high school; move into a positive placement following high school that includes unsubsidized employment, post-secondary education, long-term occupational skills training, or Registered Apprenticeship; obtain an industry-recognized credential in an H-1B industry or occupation for those industries where credential attainment is feasible by program completion, in addition to a high school diploma; and earn post-secondary credit towards a degree or credit-bearing certificate issued by an institution of higher education.

Cooperative Agreements Under the Disability Employment Initiative - SGA-DFA-PY-12-08
The Employment and Training Administration (ETA), in coordination with Department of Labor's (the Department) Office of Disability Employment Policy (ODEP), announces the availability of approximately $18 million for a fourth round of cooperative agreements to state agencies that administer the Workforce Investment Act (WIA) of 1998.
The Department expects to use this funding to award four (4) to eight (8) cooperative agreements to help states develop and implement plans for improving effective and meaningful participation of persons with disabilities in the workforce. These cooperative agreements will have a three (3) years and four (4) months period of performance.

Trade Adjustment Assistance Community College and Career Training Grants Program - SGA-DFA-PY-12-10
The U.S. Department of Labor (DOL or the Department) announces the availability of approximately $474 million in grant funds to be awarded under the Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant program. This solicitation announces a third round of funding under the TAACCCT grant program. The TAACCCT grant program provides eligible institutions of higher education, as defined in section 102 of the Higher Education Act of 1965 (20 U.S.C. 1002), with funds to expand and improve their ability to deliver education and career training programs that can be completed in two years or less, and are suited for workers who are eligible for training under the Trade Adjustment Assistance (TAA) for Workers Program ("TAA-eligible workers") of chapter 2 of title II of the Trade Act of 1974, 19 U.S.C. 2271-2323, as well as other adults. Eligible institutions may be located in the 50 States, the District of Columbia, Puerto Rico or the U.S. territories; however, the competitiveness of institutions in the U.S. territories for this Solicitation for Grant Applications (SGA) may be impacted by their limited opportunity to serve TAA–eligible workers. The primary intent of the TAACCCT program is to meet the educational or career training needs of workers who have lost their jobs or are threatened with job loss as a result of foreign trade by funding the expansion and improvement of education and career training programs that are suited for these individuals; however, the Department expects that a wide range of individuals will benefit from the TAACCCT program once education and training programs are developed and implemented.
The Department intends to fund four-year grants to eligible institutions to develop new undergraduate education and career training program strategies or to replicate existing designs, program development methods, and/or delivery strategies that have established evidence of successful implementation. As a result of this SGA, the Department will help ensure that our nation's higher education institutions are able to help TAA-eligible workers and other adults acquire the skills, degrees, and credentials needed for high-wage, high-skill employment while also meeting the needs of employers for skilled workers.

Face Forward-Serving Juvenile Offenders - SGA-DFA-PY-12-09
The U.S. Department of Labor (we, the Department or DOL), Employment and Training Administration (ETA), announces the availability of approximately $26,000,000 in grant funds to award approximately 26 Face Forward grants. "Face Forward" conveys the idea of youth leaving their past transgressions behind and looking forward towards a promising future. Through diversion and/or record expungement strategies, these grants will give youth a chance to succeed in the workplace and to avoid the stigma of a juvenile record.
Diversion and expungement strategies are part of the Juvenile Justice system. These functions, operations and processes are under their jurisdiction. However, in order to provide the best possible outcomes for these youth, it is imperative to provide these additional supportive services. Diversion is "an attempt to divert, or channel out, youthful offenders from the juvenile justice system" (Bynum and Thompson, 1996). Expungement focuses on having juvenile records expunged, or eliminated.
Juvenile arrests can follow youth for the rest of their lives and become a major barrier to inclusion and advancement in the workforce. The Face Forward grants will offer organizations the opportunity to develop programs that address this issue while developing the skills and opportunity youth need to move forward successfully in the workforce.
The purpose of these grants is to improve the long-term labor market prospects of both court involved youth prior to adjudication and juvenile offenders. Grantees must utilize a strategy where they collaborate with non-profit legal services providers to assist participants with expungement actions, and/or be designated by the juvenile justice system as a diversion program.

The Make it in America Challenge - MIIA2013
This FFO announces the availability of funding for the Make it in America Challenge. The Make it in America Challenge will provide up to $40 million in competitive grant funding through the DOC's EDA and NIST Manufacturing Extension Partnership (NIST MEP), DOL's ETA, and the DRA. This collaboration allows applicants to submit one application to leverage complementary Federal funding sources to support the development and implementation of a regionally driven economic development strategy that accelerates job creation by encouraging re-shoring of productive activity by U.S. firms, fostering increased Foreign Direct Investment, encouraging U.S. companies to keep or expand their businesses-and jobs - in the United States, and training local workers to meet the needs of those businesses. Federal support for the Make it in America Challenge is expected to be used to fund up to 15 projects, each with a project period of up to 3 years. If, however, a project includes EDA-funded construction, that component of the project may have a project period of up to five years. The funding level of each participating Federal Agency will vary, subject to the availability of their respective appropriations. Training to Work - Adult Reentry - SGA-DFA-PY-12-06
The Employment and Training Administration (ETA) has invested in five generations of Adult Reintegration of Ex-Offenders (RExO) programs, which historically have been employment-centered with a "Work First" component. However, lessons learned from these demonstration projects and input from our stakeholders (employers and state and local government agencies participating in the Secretary of Labor's Employment Reentry Summit held in July 2012) indicate that ex-offenders have a better chance of attaining employment and achieving a higher degree of career growth if they acquire industry-recognized credentials. Additionally, we have learned that reentry is more successful when supportive services are begun prior to release. Work release programs allow an offender to work at paid employment or participate in a training program in the community on a voluntary basis while continuing as an inmate of the institution or facility to which he/she is committed. The purpose of these grants is to foster pre-release services and the attainment of industry-recognized credentials to improve the long-term workforce outcomes for previously incarcerated individuals.
Based on lessons learned, the Training to Work-Adult Reentry program will provide training and employment services for inmates age 18 and older enrolled in state and/or local work-release programs. This includes persons enrolled in work release programs supervised by local jails. Some work release programs allow considerable freedom; allowing offenders who follow a work week schedule to attend work and live at their homes on those days, and serve their sentences two days at a time on weekends. Additionally, depending on the terms of the program, the offender may serve his or her sentence in a halfway house or home confinement while not working. Other work release programs can be offered to offenders who are nearing the end of their terms and looking for reintegration into community life, with a possible offer of full-time employment once the offender is released. The possibility of obtaining an industry-recognized credential, particularly if it can be attained prior to release, may add value to a work release program. The focus of this grant program is to help participants attain industry-recognized credentials for jobs in demand industries in their area prior to release or within 90 days after release from a state or local work release program.

Workforce Data Quality Initiative - SGA-DFA-PY-12-07
The Employment and Training Administration (ETA), U.S. Department of Labor (DOL or the Department), announces the availability of approximately $6 million from funds made available through the Fiscal Year (FY) 2012 DOL appropriation for Training and Employment Services for grants to State Workforce Agencies (SWA) to expand the Workforce Data Quality Initiative (WDQI). The Department has reserved up to 3 percent of this round's total grant funding (a maximum amount of $193,890) to provide technical assistance to assist grantees in developing and implementing their WDQIs. For the remainder of this document, reference to the databases being created under the WDQI may be called "workforce longitudinal administrative databases" or "workforce longitudinal databases" interchangeably.
Grants awarded will provide SWAs the opportunity to develop or expand State workforce longitudinal administrative data systems. These State longitudinal data systems will, at a minimum, include information on programs that provide training, employment services, and unemployment insurance; connect with education data contained in Statewide Longitudinal Data Systems (SLDS) databases; be linked longitudinally at the individual level to allow for enhanced opportunity for evaluation of federally and State-supported education and workforce programs; be capable of generating workforce training provider performance information and outcomes in a standardized, easy to understand format (e.g. scorecards), consistent with all applicable Federal and State privacy laws; and, lead to better information for customers and stakeholders of the workforce system. Where such longitudinal systems do not exist or are in early development, WDQI grant assistance may be used to design and develop these systems. WDQI grant assistance can also be used to improve upon existing State longitudinal systems. Current round one WDQI grant recipients who were awarded under solicitation SGA-DFA-PY-09-10 and states that currently do not have a WDQI grant are eligible for this competition.

Intermediary Organizations Serving Juvenile Offenders in High-Poverty, High-Crime Communities - SGA-DFA-PY-12-03
The U.S. Department of Labor (DOL), Employment and Training Administration (ETA), announces the availability of $20 million in grant funds authorized by the Workforce Investment Act for grants to intermediary organizations to operate multi-site projects to serve juvenile offenders and in-school youth at-risk of involvement in the juvenile justice system, ages 14 and above, in high-poverty, high-crime communities.
Intermediary Organizations Serving Juvenile Offenders in High-Poverty, High-Communities grants will be awarded through a competitive process. Under this solicitation, DOL expects to award, four grants of $5 million each to cover a 39-month period of performance. These grants will include a combination of workforce development, education and training, case management, mentoring, restorative justice, community-wide violence reduction components, and post program support and follow-up.

Strategies Targeting Characteristics Common to Female Ex-Offenders - SGA-DFA-PY-12-04
The U.S. Department of Labor (DOL), Employment and Training Administration (ETA), announces the availability of approximately $12 million in grant funds authorized by the Workforce Investment Act (WIA) and section 212 of the Second Chance Act of 2007 to award approximately eight grants to serve adult and youth ex-offenders pre- and post-release. Applicants may choose to serve either youth or adults but may not serve both populations. Services to be funded will be targeted to female ex-offenders, but must also be open to eligible male ex-offenders. Applicants may submit only one proposal for up to $1.5 million, with the amount requested depending on the number of participants to be served. These grants will be selected through a competitive process open to any non-profit organization with IRS 501(c)(3) status.

National Farmworker Jobs Program Grants - SGA-DFA-PY-12-05
The Employment and Training Administration (ETA), U.S. Department of Labor (DOL or Department) announces a grant competition for the National Farmworker Jobs Program (NFJP), authorized under section 167 of the Workforce Investment Act (WIA). NFJP provides training, employment services, and related assistance in order to increase economic opportunities for migrant and seasonal farmworkers (MSFW) and their dependents. The Department is exercising its option under WIA to continue grant awards to NFJP grantees that have performed successfully, and hold a grant competition for service delivery areas in which the current grantee has not performed adequately. Therefore, this grant competition is only seeking applications to operate NFJP in the following service areas: California (central California service area covering Merced, Madera and Stanislaus Counties), Hawaii, Indiana, Michigan, Mississippi, New Jersey, and Puerto Rico. A total of approximately $9.6 million is expected to be available for grants in these service areas. However, the final amount available depends upon the amount of funds appropriated for NFJP in the Fiscal Year (FY) 2013 Department of Labor Appropriations Act.

YouthBuild Grants - SGA-DFA-PY-12-02
The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $75 million in grant funds authorized by the YouthBuild provisions of the Workforce Investment Act [29 USC 2918a]. The final amount available depends on the amount of funds appropriated for YouthBuild in Fiscal Year (FY) 2013.
YouthBuild grants will be awarded through a competitive process. Under this solicitation, DOL will award grants to organizations to oversee the provision of education, occupational skills training, and employment services to disadvantaged youth in their communities while performing meaningful work and service to their communities. Based on our estimate of FY 2013 funding, DOL hopes to serve approximately 5,200 participants during the grant period of performance, with projects operating in approximately 75 communities across the country.
