Grants for 2010

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, or the Department), announces the availability of up to approximately $130 million in grant funds for YouthBuild Grants (the final amount available depends upon the amount of funds appropriated for YouthBuild in the Fiscal Year (FY) 2011 Department of Labor Appropriations Act). These funds are from separate appropriations and will be awarded separately. Thirty million dollars in FY 2010 funds are available for immediate award and will be reserved for awards to organizations that did not receive funding in the FY 2009 YouthBuild competition [SGA/DFA PY 08-07]. Awards from the FY 2011 appropriation will be selected after April 1, 2011, pending availability of funds.

The Employment and Training Administration (ETA), in coordination with DOL's Office of Disability Employment Policy (ODEP), announces the availability of approximately $22 million for cooperative agreements to state Workforce Investment Act (WIA) administering entities. The Combined Appropriation Act of 2010, Division D of P.L. 111-117, included $12 million in funds to ETA and $12 million to ODEP to develop and implement a plan for improving effective and meaningful participation of persons with disabilities in the workforce. This funding is being used to implement the Disability Employment Initiative (DEI), under which the Department intends to make 6 to 10 grant awards that are designed to: 1) improve educational, training, and employment opportunities and outcomes of youth and adults with disabilities who are unemployed, underemployed and/or receiving Social Security disability benefits; and 2) help these individuals with disabilities find a path into the middle class through exemplary and model service delivery by the public workforce system. DEI grants will be awarded for a three year period of performance. Grants will be issued as cooperative agreements with the expectation that there will be considerable engagement by ETA and ODEP with states and their local workforce investment areas throughout the life of the Initiative. Extensive technical assistance will be available to grantees and an independent evaluation of the projects will be conducted utilizing quantitative and qualitative data from grantees.

The U. S. Department of Labor, Employment and Training Administration announces the availability of over $12 million from funds made available in the Fiscal Year 2010 budget for Training and Employment Services for State Workforce Agencies (SWA) to develop the Workforce Data Quality Initiative (WDQI). Grants awarded will provide SWAs the opportunity to develop and use State workforce longitudinal administrative data systems. These State longitudinal data systems will, at a minimum, include information on programs that provide training, employment services, and unemployment insurance and will be linked longitudinally at the individual level to allow for analysis which will lead to enhanced opportunity for program evaluation and better information for customers and stakeholders of the workforce system. Where such longitudinal systems do not exist or are incipient, WDQI grant funds may be used to design and develop workforce data systems that are longitudinal and which are designed to link with relevant education data or longitudinal education data systems. WDQI grant funds may also be used to improve upon and more effectively use existing State longitudinal systems. This grant opportunity places an emphasis on promoting improvements to the quality, range, and accessibility of workforce information. Awards will be made to up to 12 states to develop these workforce longitudinal databases. Single state applicants may qualify for up to $1 million and states applying as a multi-state consortium may qualify for an award of up to $3 million. Each grantee will be expected to establish or enhance their workforce longitudinal database, to conduct data analysis, and provide results to consumers and stakeholders within the three-year grant period.

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $13.2 million in grant funds authorized by the American Recovery and Reinvestment Act of 2009 (the Recovery Act) for projects that use virtual service-delivery models to promote career opportunities in the healthcare sector.

This Solicitation provides applicants with the option to choose from two categories to submit a single grant application. These categories are: Category 1 - Healthcare Virtual Career Platform (HVCP) and Category 2 - Enhancing the Ability of Community- and Faith-Based Organizations to Deliver Virtual Career Exploration Services, Including Healthcare Careers

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, or the Department), announces the availability of approximately $125 million in grant funds for Community-Based Job Training Grants (CBJTGs).

Community-Based Job Training Grants will be awarded through a competitive process to support workforce training for high-growth/high-demand industries through the national system of community, technical, and tribal colleges. In order to be eligible for consideration under this solicitation, the applicant must be either: (1) an individual Community or Technical College, such as a public community college, a nonprofit community college, a tribally controlled college, or a tribally controlled university; (2) a Community College District; (3) a State Community College System; (4) a One-Stop Career Center in partnership with its Local Workforce Investment Board, that specifies one or more community or technical colleges where education/training activities will occur; or (5) an applicant proposing to serve an educationally underserved community without access to community or technical colleges that meet the requirements in section III.A.5. See section III.A for additional information related to eligible applicants.

It is anticipated that awards will range generally from $1 million to $3 million. The exception is that applicants that include three or more community, technical, or tribal colleges will be considered "consortium applications," and may request an award ranging from $1 million to $5 million. See section III.B for additional information related to consortium applications. ETA expects to allot up to $50 million of the total designated funds to organizations that have never received a grant through a CBJTG SGA.

The Department of Labor/Employment and Training Administration announces the availability of approximately $1.2 million in grant funds authorized by the American Recovery and Reinvestment Act of 2009 (the Recovery Act) from the dislocated workers assistance national reserve to provide training or technical assistance and outreach to dislocated workers impacted by foreign trade. Competitive grants under this SGA will fund one (1) to three (3) proposed projects that are required to be developed and implemented through strategic partnerships.

The Employment and Training Administration announces the availability of approximately $20 million for two grants to serve young adult (ages 18 to 24) offenders and high school dropouts in high-poverty, high-crime communities. The purpose of these grants is to prepare these individuals for employment. These grants will be awarded through a competitive process open to national and regional intermediaries with experience conducting multi-site projects and experience serving young adult offenders. The Department expects to award two grants of $10 million each covering a six-month planning period and two full years of operation. Grantees will be required to competitively select local sub-grantees to operate the program in a minimum of five high-poverty, high-crime communities across at least two States.

The Department of Labor (DOL, or the Department) announces the availability of approximately $67 million dollars ($53 million for Comprehensive Services and $14 million for Supplemental Youth Services) in grant funds authorized by Section 166 of the Workforce Investment Act (WIA) to serve the employment and training needs of Indian and Native American adults and youth through competitive two-year grant awards with Indian tribes, tribal organizations, Alaska Native entities, and Indian-controlled organizations serving Indians or Native Hawaiian organizations.

The Women's Bureau (WB) and the Employment and Training Administration's (ETA) Office of Apprenticeship (OA), U.S. Department of Labor (DOL or Department), announce the availability of approximately $1,800,000 to establish a grant program for the purpose of assisting employers and labor management organizations in the placement and retention of women in apprenticeship and nontraditional occupations. This Program Year (PY) 2009 and 2010 SGA is authorized under the WANTO Act of 1992, Public Law 102-530, 29 USC 2501 et seq. To that end, the OA and WB plan to disburse PY 2009 and 2010 WANTO grant funds to six community-based organization (CBO)/registered apprenticeship program (RAP) consortia to conduct innovative projects to improve outreach, recruitment, hiring, training, employment, and retention of women in apprenticeships in the nontraditional occupations.
