This document is about the independent final evaluation of the Cambodians EXCEL project, a four-year project implemented by World Vision Inc. and partners in Cambodia to reduce child labor through a multipronged approach of educational support, household livelihoods improvement, awareness-raising, and strengthening of local and national structures to monitor and address child labor. The evaluation assesses the project's theory of change, relevance and effectiveness of interventions, efficiency of resource use, and lessons learned that can inform future child labor elimination projects in Cambodia and elsewhere. The evaluation found that the project demonstrated strong overall performance, exceeded its targets, and made significant progress in reducing child labor among beneficiaries, while also identifying areas for improvement such as the youth employment component and sustainability of local monitoring systems.
