Advisory Opinion on ERISA Coverage of Ohio Laborers' District Council - Ohio Contractors' Association Cooperation and Education Trust

This document is about the U.S. Department of Labor providing an advisory opinion on whether the Ohio Laborers' District Council - Ohio Contractors' Association Cooperation and Education Trust is an employee welfare benefit plan covered by Title I of ERISA. The Department concluded that the Trust is not an employee welfare benefit plan, as it appears to be a labor-management cooperation committee described in the Labor-Management Relations Act, and the provision of nominal incentives (valued at $25 or less) for successful completion of training courses does not make it an ERISA-covered plan.
