This document is an advisory opinion from the U.S. Department of Labor that the program administered by Advanced Administrative Companies, in which employers sign "reinsurance agreements" for up to 100% of their contribution liabilities and payments are deposited in a pooled account, is a multiple employer welfare arrangement (MEWA) within the meaning of ERISA section 3(40).
