Final Guidance to State Workforce Agencies (SWAs) and Employers for the Implementation of the Two American Recovery and Reinvestment Act (ARRA) of 2009 Work Opportunity Tax Credit (WOTC) Target Groups Requirements

Purpose

The purpose of this advisory is to inform the SWAs about a change in guidance jointly reached by the Employment and Training Administration (ETA) and the Internal Revenue Service (IRS). ETA and IRS have jointly agreed to a number of processing changes that will allow the states to accept and process all ARRA certification requests submitted between January 1, 2009 and October 17, 2009, and beyond October 17, provided certain conditions are met.

Administration of the Survey about the Use of Technical Assistance (TA) by State and Local Workforce Systems

Purpose

This notice announces the Survey about the Use of Technical Assistance by State and Local Workforce Systems ("Technical Assistance Survey") and encourages responses from public workforce system representatives who receive the survey. The Employment and Training Administration (ETA) will survey samples of state workforce agency directors, state unemployment insurance agency directors, local workforce investment board (LWIB) directors, and ETA competitive grantees. The survey will ask about the types of TA available, the manner the TA is accessed, uses of the TA, and actions taken as a result of the TA. This information will contribute to a report on the extent of and type of use of TA in the workforce system.

Quarterly Submission of Workforce Investment Act Standardized Record Data (WIASRD)

Purpose

To provide guidance to states on the upcoming quarterly WIASRD submission required by the Employment and Training Administration (ETA) in its Training and Employment Guidance Letter (TEGL) 24-08. Four key areas are addressed in this document: (1) the change in the WIASRD reporting frequency from annual to quarterly; (2) the change in the WIASRD submission to include participant files; (3) the process for submitting the quarterly data beginning with the 3rd quarter of Program Year (PY) 2009; and (4) updates on the WIASRD edit checks to account for participant data.
