To notify all Employment and Training Administration (ETA) recipients about changes ETA is making to federal financial assistance awards to prohibit activities described in President Trump’s Executive Orders (EOs) titled, “Ending Radical and Wasteful Government DEI Programs and Preferencing,” issued on January 20, 2025, and “Ending Illegal Discrimination and Restoring Merit-Based Opportunity,” issued on January 21, 2025.

Employment and Training Administration (ETA) Advisory Checklists Update
To provide a checklist of all currently active ETA Training and Employment Guidance Letters (TEGLs) and all currently active Unemployment Compensation Program Letters (UCPLs)/Unemployment Insurance Program Letters (UIPLs) as well as a checklist of all ETA TEGLS and all ETA UCPLs/UIPLs rescinded/cancelled since the previously issued checklists.

Salary and Bonus Limitation Imposed by Appropriations Language
To provide guidance to states and other Employment and Training Administration (ETA) federal assistance award recipients and subrecipients on the limitation on salary and bonus payments that can be made using funds appropriated to ETA.
Recipients of federal assistance awards funded with ETA appropriations should direct all inquiries to their Federal Project Officer. Alternatively, inquiries may be directed to the appropriate Regional Office.

Announcing the End of Period for States to Request Additional Blanket Overpayment Waiver Scenarios under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, as Amended
To inform states that applications for additional scenarios for blanket waivers of recoveries of established overpayments under Unemployment Insurance Program Letter (UIPL) No. 20-21, Change 1, will no longer be accepted as of the publication date of this UIPL.
