One change corrects the Executive Level II salary cap to $183,300 and is in the Background section on page 2. To provide State Workforce Agencies or agencies designated by Governors as “Cooperative State Agencies” (CSAs) (also jointly referred to as “states”) with the formula methodology used in developing the FY 2012 initial allocations, and to describe the process for states to use to request TAA program reserve funds for Training, Employment and Case Management Services, Job Search Allowances, and Relocation Allowances, including the State Administration of these benefits.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of Fiscal Year (FY) 2016.

This Training and Employment Guidance Letter (TEGL) Change 1 clarifies which programs or services must comply with the Selective Service registration requirements of the Workforce Investment Act (WIA) of 1998 § 189(h), codified at 20 CFR 667.250, and the Military Selective Service Act (50 U.S.C. App. 453), codified at 32 CFR Part 1605. This guidance clarifies that programs or services funded or authorized by Title I of WIA, not those funded or authorized solely by the Wagner-Peyser Act, must comply with the Selective Service registration requirements. This clarification replaces and supersedes prior guidance issued.
