A public policy plan regarding the prevention and eradication of child labor and the protection of adolescent workers. The document, in its structure, is presented in five chapters. The first refers to the background of the construction of public policy around child labor in Colombia. The second, performs a situational analysis at a descriptive level, to understand the phenomenon and its impact on the comprehensive development of children and adolescents, as well as the strengths and efforts of state action to identify its scope, gaps , characteristics and particularities that affect this population. On the other hand, the statistical view of the subject, challenges and challenges that Colombia has in the face of child labor and the social debt with adolescents is presented. The third chapter describes the policy framework, which includes both the legal platform to address the issue, as well as the conceptual framework, which exposes the definitions, characteristics, and relationships with child labor, under the guiding framework of approaches. The fourth refers to the technical references to understand the rights of children and adolescents, within the framework of comprehensive protection. Finally, the fifth chapter presents the management framework of the policy, in which its objective and guiding axes are defined, and in them the management that must be carried out by the agents of the National Family Welfare System - SNBF, at the national, departmental, district and municipal to make the guarantee and effective enjoyment of the rights of children and adolescents and the strengthening of the family a reality, within the framework of comprehensive protection. |
