This guidebook provides information on the concept and elements of a community-based early detection mechanism for labor exploitation of fishing vessel crews. The guidebook also provides details on the roles and responsibilities that community stakeholders can have within such mechanism, as well as instructions on how to conduct an investigation in addition to a case record book which can be used to log incident reports.
