About the Study
In 2024, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration to fund Mathematica and its partners, American Institutes for Research and MEF Associates, to conduct the Evaluation of Wagner Peyser Act Employment Service Operations. The impact and implementation studies of the evaluation aim to provide critical information to DOL, state workforce agencies, and other stakeholders about how the Employment Service is implemented across the nation and the effectiveness of the state merit staffing model and alternate staffing arrangements.
The Wagner-Peyser Act of 1933, amended by the Workforce Innovation and Opportunity Act (WIOA) of 2014, established a nationwide system of public employment offices, known as the Employment Service (ES). ES is a required partner under the WIOA American Job Center (AJC) network, providing labor exchange services to all job seekers and helping businesses to meet their hiring needs by referring qualified workers.
This Department of Labor-funded study was a result of the annual process to determine the Department’s research priorities for the upcoming year. It contributes to the labor evidence-base to inform employment and training programs and policies and addresses Departmental strategic goals and priorities.
- Does variation in ES staffing models produce varied or different impacts for participants?
- Do different approaches to staff-assisted career services and career counseling produce different outcomes?
- How does implementation of staff-assisted career services and career counseling vary across programs, or even within a program, and across states and local areas?
