M&E Toolkit: OCFT Sectors & Themes

The project will help enhance the sustainability of child labor and forced labor program efforts by contributing to the overall body of knowledge on how best to assess child labor and forced labor interventions. The project will undertake assessments and develop practical tools, templates, and guidelines for monitoring cross-cutting sectors related to child labor and forced labor, including occupational safety and health of youth, youth employment, strengthened technical and institutional capacity on labor issues, gender and diversity, persons with disabilities, migration, and sustainability.
The Problem
ILAB’s Office of Child Labor, Forced Labor, and Human Trafficking (OCFT) recognizes the challenges grantees face in measuring, targeting, and evaluating strategies aimed at combatting child and forced labor around the world. There is a need for greater knowledge and practical tools both within OCFT and within the larger community of organizations working to combat child labor and forced labor. The project will include a focus on the following cross-cutting sectors related to child labor and forced labor: occupational safety and health (with a focus on youth), youth employment, building technical and institutional capacity on labor issues, gender and diversity, persons with disabilities, migration, and sustainability.
Our Strategy
The M&E Toolkit project will aim to increase the ability of ILAB’s grantees to implement effective programming to reduce child labor and forced labor by providing them with new tools related to project monitoring and evaluation. It will address specific monitoring and evaluation needs for identified program activity sectors and the cross-cutting themes identified above. The project will address these needs through four mutually supporting outputs:
1) assessment and research on existing methods and indicators for monitoring and evaluation in the specified OCFT project sectors and cross-cutting themes;
2) development of tools, templates, and guidelines for each sector and cross-cutting theme;
3) development of guidelines and tools for end-of-project comprehensive monitoring and evaluation plan (CMEP) data analysis and identification of lessons learned in the identified sectors and themes; and
4) development and implementation of a dissemination and utilization strategy for the toolkit for both OCFT staff and grantees.
