This training manual was developed as a practical guide to be used by the Royal Malaysian Police (RMP), Immigration Department (ID), Royal Customs Police (RCP), Malaysian Maritime Enforcement Agency (MMEA )in understanding the legal frameworks for forced labor and human trafficking, identifying potential victims and protecting potential victims’ rights and referring cases.

A report introducing the Safe Fishing Alliances, an initiative of the SAFE Seas project. This alliance is a collaboration between representatives of relevant governmental agencies and NGOs at the national and provincial level. These alliances promote a common understanding of labor issues affecting the fishing industry and ensure collaboration and coordination between government agencies, the private sector, civil society, and fishing communities to ensure better enforcement against and reporting of harmful labor practices.

This guide instructs readers in how to implement standard operating procedures for addressing hazardous child labor. The guide first provides definitions of basic concepts related to child labor, then describes the goals of these procedures and the principles supporting their implementation, and then finally provides guidance and recommendations for the implementation of these procedures at the municipal level. The guide's annexes provide additional tools for implementing these procedures such as document templates and child labor indicators.
