This training manual was developed as a practical guide to be used by the Royal Malaysian Police (RMP), Immigration Department (ID), Royal Customs Police (RCP), Malaysian Maritime Enforcement Agency (MMEA )in understanding the legal frameworks for forced labor and human trafficking, identifying potential victims and protecting potential victims’ rights and referring cases.

A set of Standard Operating Procedures (SOPs) that were developed to define and clarify the roles and operating procedures of institutions for the prevention, identification, data collection, referral, treatment, and reporting of children involved in hazardous child labor. These SOPs aim to strengthen inter-institutional and multidisciplinary cooperation to protect the rights of the child and to protect children from hazardous child labor.

The guide first provides definitions of basic concepts related to child labor, then describes the goals of these procedures and the principles supporting their implementation, and then finally provides guidance and recommendations for the implementation of these procedures at the municipal level.
