• The contracted intermediary organization is to mentor sub-contracted local organizations to strengthen their capacity to address HIV/AIDS among workers in Uganda.
• The selected Grantee(s) will be responsible for developing a strategy for successfully achieving the stated objectives of the project, addressing the problems identified in the background and problem statement, developing and implementing the major tasks to be accomplished as part of that strategy, tracking and reporting on progress in achieving the stated objectives, and providing any necessary related services.

• Strengthen skills of labor inspectors
• Install a performance management system within the labor inspectorate to monitor progress against annual goals
• Train representatives of national employers’ and workers’ organization and regional directors of labor inspection on the requirements of the new labor law.
• Train ministry officials in bargaining techniques, mediation, conciliation and dispute prevention and resolution.
• Promote equal employment opportunities and working conditions for women as well as men.

• Integration of HIV/AIDS in the labor policies of the Ministry of Labor and Vocational Training.
• Establishment of HIV/AIDS policies and programs in targeted workplaces.
• Implementation of mechanisms for the referral of existing care and support services including home-based care, VCT, etc.
• Training of a core group in the Department of Labor Inspection and Occupational Health Center in the basics of peer education and HIV/AIDS, gender, human rights, etc.
• Conduct meetings with professional organizations and other relevant stakeholders on how to improve worker’s conditions and promote relevant programs supporting workers/employees rights, especially the rights of people living with HIV/AIDS.

• Develop comprehensive workplace-based prevention and education programs addressing behavior change, gender issues, and linkages with care and support services.
• Assist governments, employers, and trade unions to develop and disseminate a national workplace policy statement to address issues stemming from the stigma and discrimination associated with HIV/AIDS.
• Support the formation of tripartite advisory committees; organization of workshops to strengthen collaboration among stakeholders; and obtain buy-in from stakeholders to plan and commit future resources to sustain the program.
• Facilitate the formation of steering committees at private sector work sites.
• Assess the impact of HIV/AIDS on workplace productivity.
• Identify best practices.
• Develop and test innovative communication approaches and materials.

• Work with a high-ranking National Tripartite Board to develop innovative strategies for involving government, employers, labor and relevant NGOs to promote and sustain workplace based HIV/AIDS prevention education programs.
• Develop and distribute relevant information, education and communications materials.
• Conduct presentations, workshops and provide follow-up technical assistance for employers and unions on how to implement workplace prevention programs.
• Work with local institutions to develop a cadre of trainers who can provide technical assistance to companies on workplace prevention programs.
• Evaluate, promote, and support successful and replicable projects that further development strategies.

Implementation of the International Labor Organization’s community-based training model, including:

• Developing community structures for microfinance support programs, management systems of community enterprises, and capital support for community corporations/cooperatives
• Providing skills training opportunities through needs-based vocational training and enterprise literacy and entrepreneurial programs
• Developing partnership agreements with government and non-government organizations and corporate linkages between the communities and the formal sector, especially with business corporations
• Implementing rural economic and income-generating policies and strategies at the grassroots level
• Creating public awareness of programs and strategies
