* Although COVID-19 caused a 12% decrease in new apprentices in FY20, there was a 9% increase in new apprentices in FY21.

 

FY 2021 Registered Apprentices and Participation Trends

  • In FY 2021, more than 241,000 new apprentices entered the national apprenticeship system.
  • Nationwide, there were over 593,000 apprentices obtaining the skills they need to succeed while earning the wages they need to build financial security.
  • 96,000 apprentices graduated from the apprenticeship system in FY 2021.

FY 2021 Registered Apprenticeship Sponsors and Trends

  • There were nearly 27,000 registered apprenticeship programs active across the nation.
  • 2,879 new apprenticeship programs were established nationwide in FY 2021.

 

Data Modernization

Fiscal Year 2021 marked major achievements in the Office of Apprenticeship’s data modernization effort.  Previously, the Office of Apprenticeship only had access to individual level data from the 41 states that used the Registered Apprenticeship Partners Information Management Data System (RAPIDS) for case management.  The remaining 12 states and territories were State Apprenticeship Agency (SAA) states that chose to manage their own statewide registered apprenticeships and use their own performance system.  While those states were still required to submit quarterly data to the Office of Apprenticeship, it was aggregate level data which did not include demographics, industries, occupations, and other useful information.  The Office of Apprenticeship also only received aggregate level apprenticeship data from the Department of Defense for the United Services Military Apprenticeship Program (USMAP), the largest Registered Apprenticeship program with over 100,000 active-duty service members.

To have a complete and accurate picture of the entire National Registered Apprenticeship System, the Office of Apprenticeship created a SAA data portal that allowed the remaining SAA states to quickly and easily transfer non-PII, individual level data into RAPIDS, including demographic data.  Due to the success of the SAA portal, OA data cleanup efforts, and robust technical assistance with the states, RAPIDS now captures individual record data from 48 states and USMAP.  The Office of Apprenticeship is working with the five remaining states and territories (Minnesota, Oregon, Vermont, Washington state, and the District of Columbia) with the goal to have all national individual level apprenticeship data by the end of Fiscal Year 2022.

As a part of the data modernization efforts, the Office of Apprenticeship also introduced a new performance metric, Total Apprentices Served, to create consistency with WIOA performance measures and accurately show the overall performance and impact of the system.  The Office of Apprenticeship previously used the “Active Apprentices” performance measure to show the overall capacity and scale of the apprenticeship system which was based on the active number of apprentices on a particular day (e.g. as of September 30, 2021).  Since that number fluctuated daily based on the number of new apprentices, exiters, and completers on a given day, it has become increasingly evident that the Active Apprentices measure was not an accurate depiction of the impact and effectiveness of the Registered Apprenticeship system over time.  Similar to WIOA’s “Participant Served” performance measure, “Total Apprentices Served” shows a more complete and comprehensive picture of all Registered Apprenticeship system activity for a particular timeframe (e.g. Fiscal Year), including everyone touched by the system from entry through exit or completion and creates more consistency across the larger workforce system and programs funded by DOL’s Employment and Training Administration as a whole.

OA has provided a variety of new tools to make it easier for the public to analyze apprenticeship data as follows:

An extract of the RAPIDS data files is available upon request for download and use in research. The extract includes additional data on apprentices, programs, and occupations in the system. All personally identifiable information has been removed from the extract. As noted above, RAPIDS currently captures individual record data for 48 states (the 25 states administered by the Office of Apprenticeship and 18 of the 28 states/territories administered by SAAs). It does not include data from Minnesota, Oregon, Vermont, Washington state, and the District of Columbia), but is expected to represent the complete national dataset by the end of FY 2023.

New Apprentices: Apprentices registered during the period of performance (the start date, not the registration date is used).

New Programs: Programs registered during the period or performance.

Active Apprentices: Includes registered, suspended, and reinstated apprentices.

Active Programs: Includes registered, suspended, and reinstated programs.

Active Apprentices/Programs: Active count at the end of a period (active at beginning of period plus new during period minus completed/cancelled during period).

Total Apprentices Served:  The total number of apprentices who participated in a Registered Apprenticeship program during a particular period of performance.  Includes new enrollments, active apprentices, those who completed a program and those who exited a program.

Completers or Graduates: Apprentices that have completed their training during the period.
