Administrative Data Research and Analysis Project (ADRA) Federal Agency Targeting Inspection (FEDTARG) Program Study

In 2015, the Chief Evaluation Office (CEO) partnered with the Occupational Safety and Health Administration (OSHA) and funded Summit Consulting LLC to conduct the Federal Agency Targeting Inspection (FEDTARG) Program Study under the Administrative Data Research and Analysis portfolio of studies. The outcome evaluation aims to better understand activities, outputs, and outcomes of the FEDTARG program from fiscal year (FY) 2008 through FY 2013. Findings related to the FEDTARG program will serve as a baseline for future studies by examining the types of Federal worksites that OSHA inspected, the violations and standards cited by OSHA during inspections, and injury and illness data collected prior to and after inspections.

The FEDTARG program targets federal worksites that have high (100 or more) lost time case (LTC) counts with the goal of reducing hazards, injuries and illnesses, and the associated costs related to these factors in federal worksites. The FEDTARG program was created in FY 2008 and (as of study publication in 2015) continues to operate on fiscal year basis.  

This Department of Labor-funded study was a result of the Administrative Data Research and Analysis (ADRA) project. It contributes to the labor evidence-base to inform worker protection, labor standards and workplace-related benefits programs and policies and addresses Departmental strategic goals and priorities.

The Department of Labor’s (DOL) Chief Evaluation Office (CEO) sponsors independent evaluations and research, primarily conducted by external, third-party contractors in accordance with the Department of Labor Evaluation Policy and CEO’s research development process.
