Construction contractors are required to give written notice to OFCCP within 10 working days of awarding a construction subcontract in excess of $10,000 at any tier for construction work performed under a federal or federally assisted construction contract, as required by 41 CFR 60-4.2(d)3. Federal agency contracting officers, applicants for federal assistance involving a construction contract, and in some cases nonconstruction contractors are also responsible for providing this notice. (Nonconstruction contractors are subject to this requirement if the construction work is necessary in whole or in part to the performance of the nonconstruction contract.) This notice requirement is in OFCCP’s construction regulations at 41 CFR 60-4.2(c).
How does OFCCP collect construction contract award notifications?
The Notification of Construction Contract Award Portal (NCAP) is OFCCP’s preferred method for receiving construction contract award notifications. The NCAP allows contractors, federal agency contracting officers, and applicants for federal assistance involving a construction contract a secure electronic means to submit construction contract award notifications. The NCAP can be found on OFCCP’s website at https://www.dol.gov/agencies/ofccp/ncap.
Users who prefer not to use the portal maintain the option to send their notifications via mail, email, and facsimile to the OFCCP Regional office in which the work will be performed. To find the contact information for OFCCP's regional offices, visit OFCCP's Regional Office Directory.

- Prime Contract Number (issued by the Federal Agency or Applicant)
- Whether Award Notification is Being Submitted on Behalf of Federal Agency, Applicant, or Contractor
- Award Contract Type (Prime Contract or Subcontract)
- NAICS Code for Prime Contract
- Whether Notice is Being Submitted on Behalf of Nonconstruction Contractor Subject to Notice Requirements
- Name of Awarding Federal Agency, Applicant or Contractor
- Unique Entity ID (UEI) or Data Universal Numbering System (DUNS) Number for Awarding Entity (list "unavailable" if the business does not have UEI or DUNS)
