SCA Coverage - To ensure compliance, it is important to be able to identify contracts that are subject to the labor standards provisions of the Service Contract Act as early as possible in the contracting process. This video will help participants determine when contracts will be subject to the SCA labor standards and ensure that the correct labor standards clauses have been incorporated into the contracts.

SCA Wage Determinations and Conformances - Being able to correctly identify the wage determination(s) applicable to a contract and understand all the information contained within those wage determinations is an important component to compliance with the SCA. This video will discuss how to identify the correct wage determination(s) for a contract, when a collective bargaining agreement is incorporated into an applicable wage determination, what information can be found within an applicable wage determination, and how to request additional classifications be added to the applicable wage determination(s).

SCA Compliance Principles - This video will cover contractors' prevailing wage obligations, including health and welfare, vacation, and holiday fringe benefits, and how contractors can meet those obligations and remain in compliance.

Government Contracts Executive Orders - This video will discuss the requirements of Executive Order 13658, Establishing a Minimum Wage for Contractors, and Executive Order 13706, Establishing Paid Sick Leave for Federal Contractors, including which contracts are subject to these executive orders, when workers are covered, and how contractors can comply with their obligations under these EOs.

CWHSSA and FLSA Overtime - Although the SCA itself does not require the payment of overtime, CWHSSA and the FLSA both require the payment of additional half-time at the applicable rate for hours worked over forty in the workweek to covered workers. This video will discuss coverage under CHWSA and the FLSA, and contractors' obligations under these acts.

Investigation Procedures and Remedies - Over the course of an SCA project, ensuring compliance with the SCA labor standards sometimes requires oversight. This video will explain the process of an SCA investigation, including the steps that need to be taken to identify violations and the remedies that can be applied when violations are found.

Workshop: Silica Exposure and Lung Disease in the Mining Industry

The Respirable Mine Dust Partnership (RMDP) workshop will provide a forum to review existing literature and scientific studies regarding quartz exposure among miners and provide recommendations addressing shortcomings in the exposure data. The two-day workshop will include panel discussions and presentations involving representatives from labor, industry, coal and MNM operators, trade associations, equipment manufacturers, academia, health professionals, consultants, and State and Federal organizations.
