Collection and Analysis of Claimant Demographic Data

Purpose

The purpose of this directive is to remind all State administrators of Unemployment Insurance (UI) programs of their responsibility: (1) to collect and analyze claimant demographic data for possible indications of systemic discrimination, and (2) to investigate any such indications of potential discrimination that the analyses disclose. This Unemployment Insurance Program Letter (UIPL) rescinds and replaces UIPL No. 46-89.

Revised Program Year (PY) 2017 Funding Levels for Workforce Innovation and Opportunity Act (WIOA) Title I Adult, Dislocated Worker, and Youth Activities Program Allotments; and PY 2017 Allotments for the Wagner-Peyser Act Employment Service (ES) Program

Purpose

This guidance provides states and outlying areas with revised allotment levels for WIOA Title I Adult, Dislocated Worker, and Youth Activities programs; and the Wagner-Peyser Act ES program for PY 2017. Change 1 to Training and Employment Guidance Letter (TEGL) No. 27-16 indicated a 0.6791 percent reduction to the WIOA Adult and Dislocated Worker levels for PY 2017. Change 2 restores funding to the originally allotted levels. Change 2 also restores the 0.5 percent of PY 2017 appropriated funding set aside for program integrity purposes from the WIOA Title I Adult, Dislocated Worker, and Youth programs, as well as the Wagner-Peyser Act ES program.
