Purpose

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information to the public workforce system and other entities that receive federal financial assistance under Title I of the Workforce Innovation and Opportunity Act (WIOA), as well as education and training programs or activities receiving Department of Labor (DOL) financial assistance, regarding the prohibition on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics.

The Compliance Assistance for Construction Contractors presented by the US Department of Labor, Office of Federal Contract Compliance Programs (OFCCP) will guide federal construction contractors through their Equal Employment Opportunity and Affirmative Action obligations when working on federal construction projects. The presentation addresses construction contractor obligations found under the regulations implementing EO 11246, VEVRAA, and Section 503. This presentation will also cover how to prepare for a compliance evaluation and the compliance review process.

The Office of Apprenticeship will share relevant programs and resources and WANTO grantee Hampton Roads Workforce Council will present on their Women in Skilled Careers (WISC) program.
