To provide clarifying information and guidance to Welfare-to-Work (WtW) grantees about 1) eligibility determination for formula grants for the period July 1 to September 30, 2000; 2) participant reclassification from the 30 percent eligibility category to the 70 percent eligibility category; 3) the WtW and Workforce Investment Act (WIA) interface; and 4) the proper calculation of the 70 percent minimum expenditure requirement for WtW funds.

This guidance letter outlines: 1) the parameters States are to use in conducting State level customer satisfaction surveys, 2) the formula weights to be used in computing performance for the State American Customer Satisfaction Index (ACSI) scores for participants and employers, and 3) the parameters States are to use in capturing customer satisfaction outcomes at the local level for local performance accountability purposes.
