Background

On Nov. 22, the U.S. Department of Labor published a final rule increasing the minimum wage for hundreds of thousands of federal contract workers to $15/hour. This rule will also:

  • Index the minimum wage to inflation.

  • Eliminate the tipped minimum wage for federal contract workers by 2024.

  • Ensure a $15 minimum wage for workers with disabilities performing work on (or connected to) covered contracts.

  • Restore minimum wage protections to outfitters and guides operating on federal lands.

On Nov. 22, the U.S. Department of Labor published a final rule raising the minimum wage for more than 300,000 federal contract workers to $15/hour. The rule goes into effect Jan. 30, 2022, and the affected workers will get an annual raise of $5,228 on average.

This rule, which implements Executive Order 14026, will improve the speed and quality of federal contracting, reduce turnover, improve the economic security of families around the country, and help reverse decades of income inequality. Roughly 54% of the workers who benefit are women, 25% are Hispanic, 15% Black, and 34% are in service occupations, which have been hard hit by the pandemic.
