Dear Mr. Payne:

This office has recently completed an audit of Laborers Local 1392 under the Compliance Audit Program (CAP) to determine your organization's compliance with the provisions of the Labor-Management Reporting and Disclosure Act (LMRDA). As discussed during the exit interview with you and on December 8, 2006, no violations of the LMRDA were disclosed in areas of financial activity included in the CAP. This does not exhaust all possible problem areas, however, since the audit conducted was limited in scope and did not include all areas of your union's operation.

As discussed during the exit interview, OLMS recommends that your union discontinue the use of the signature stamp used on union checks. You advised that the local had received similar advice from the International Union and agreed that the local would no longer use a signature stamp to sign local union checks. I recommend you for this change in policy to improve your union's internal financial controls.
