Emily Prosise
Emily Prosise was appointed Western Regional Director in June 2020. The OLMS regional director is responsible for leading a nationwide criminal and civil enforcement program within a broad geographic area. As regional director, she formulates annual regional program, budgetary, and administrative operations plans, and monitors and evaluates the program work conducted in three field offices with jurisdictions in eighteen states and three U.S. territories. Ms. Prosise began her OLMS career as an investigator in the St. Louis District Office in May 2003. She advanced to senior investigator in October 2008 and supervisory investigator in August 2010. She was appointed District Director of the St. Louis District Office and Kansas City Resident Investigative Office in July 2011 and became District Director of the Denver-St. Louis District Office and Kansas City Resident Investigative Office in October 2013. She graduated from the University of Missouri-Columbia in 1993 with a bachelor’s degree in psychology and earned a Master of Education in counseling in 1997 from the University of Missouri-St. Louis.
District Director
Christiane Abendroth serves as District Director for the OLMS Denver-St. Louis District Office. Under the oversight of a regional director, the OLMS district director is responsible for leading a criminal and civil enforcement program within an assigned jurisdiction, including responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed in the assigned field office.
Supervisory Investigator
Katie Serrano serves as Supervisory Investigator for the OLMS Denver-St. Louis District Office. Under the oversight of a district director, the OLMS supervisory investigator is responsible for leading a criminal and civil enforcement program within an assigned jurisdiction, including shared responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed in the assigned field office. Ms. Serrano started her career with OLMS in 2004 as an investigator. She advanced to senior investigator in 2008 and supervisory investigator in 2020. She graduated from Southern Illinois University Edwardsville in 2003 with a bachelor’s degree in speech communication and political science.
District Director
Ed Oquendo was promoted to District Director of the Los Angeles District Office in June of 2013. Under the oversight of a regional director, the OLMS district director is responsible for leading a criminal and civil enforcement program within an assigned jurisdiction, including responsibility to formulate annual office program, budgetary, and administrative operations plans, and monitor and evaluate the program work performed in the assigned field office. He began his career as an investigator with OLMS in 2005, was promoted to lead investigator in 2010, and was promoted to supervisory investigator in May 2013. After earning a bachelor’s degree in biology and psychology from Tufts University, he began his career in public service in 1993 with the New York City Department of Health. In 1998 he moved to the U.S. Department of Agriculture as a program specialist, where he investigated fraud and specialized in computer software applications. Mr. Oquendo earned a master’s degree in public administration in 2011 from the California State University at Long Beach.
Supervisory Investigator
Cinthia Gonzalez serves as Supervisory Investigator for the OLMS Los Angeles District Office. Under the oversight of a district director, an OLMS supervisory investigator is responsible for overseeing a criminal and civil enforcement program within an OLMS field office, including assisting in formulating annual office program, budgetary, and administrative operations plans, and monitoring and evaluating the program work performed. Ms. Gonzalez began her OLMS career in June 2012 as an investigator. In December 2023, she was promoted to the position of supervisory investigator. Ms. Gonzalez graduated from California State University Long Beach in 2005 with a bachelor’s degree in sociology.
District Director
Chad Markham is District Director for the OLMS San Francisco-Seattle District Office. Under the oversight of a regional director, OLMS district directors are responsible for leading criminal and civil enforcement programs within an assigned jurisdiction, including the responsibility of formulating annual office program, budgetary, and administrative operations plans, as well as monitoring and evaluating the program work performed in the assigned field office. Mr. Markham began his federal career in 1999 as a criminal investigator for the Social Security Administration prior to being hired by OLMS in October 2002. During his tenure with OLMS Mr. Markham has served as a senior investigator, supervisory investigator and now district director. Mr. Markham has a bachelor’s degree in political science from the University of Washington.

Kenric Michel serves as Supervisory Investigator for the OLMS San Francisco-Seattle District Office. Under the oversight of a district director, an OLMS supervisory investigator is responsible for overseeing a criminal and civil enforcement program within an OLMS field office, including assisting in formulating annual office program, budgetary, and administrative operations plans, and monitoring and evaluating the program work performed. Mr. Michel began his OLMS career in August 2003 as an investigator in the Minneapolis Resident Investigator Office. He transferred to the Washington District Office in 2005 and was promoted to the position of supervisory investigator in 2010. In October 2013, he accepted the position of Supervisory Investigator of the San Francisco-Seattle District Office. He graduated from Carroll College in 2002 with a bachelor’s degree in business administration.
