Portfolio Study Deliverable
The paper examines whether gender differences in outcomes emerged following the onset of the COVID-19 pandemic among a group of people who recently enrolled in training aimed at preparing workers for careers in “middle- to high-skilled” industries and occupations. These people received training through programs funded by America’s Promise grants, with most programs focusing on advanced manufacturing, health care, or information technology.

The America’s Promise evaluation explored the strategies that regional partnerships used to engage with employers and the lessons they learned. The brief draws primarily on interviews with grantee and partner administrators and frontline staff collected through virtual site visits with 18 of the 23 America’s Promise partnerships in fall 2020. Across these 18 partnerships, advanced manufacturing was a target industry for 11 grant partnerships, health care for 9 grant partnerships, and information technology (IT) for 10 partnerships.

The evaluation of America’s Promise Job Driven Training (America’s Promise) provided a unique opportunity to hear directly from employers on their collaboration with the workforce development system. The brief draws on 31 interviews with employer representatives to describe why they chose to participate in regional workforce partnerships, how they helped shape partnership activities, what they perceived as successes and areas for improvement, whether they planned to sustain involvement, and what findings might provide insights for employer engagement more broadly.

The report presents the findings from the America’s Promise Job-Driven Training Grants implementation study, which included virtual site visits, telephone interviews, a grantee survey, partner network survey, and Workforce Integrated Performance System (WIPS) data analysis, using data from 2017 to Q2 2021 and describes how the 23 America’s Promise partnerships used America’s Promise grants to provide sector-based employment and training services and form regional partnerships, including how the partnerships changed over time to respond to the COVID-19 pandemic.

The U.S. Department of Labor (DOL) funded Evaluation of the Pathway Home Grant Program study was a result of the annual process to determine the Department’s research priorities for the upcoming year. It contributes to the labor evidence-base to inform Reentry and Employment and Training programs and policies and addresses Departmental strategic goals and priorities. In particular, the brief focuses on the first 20 Pathway Home grants awarded in 2020 and their experiences implementing their programs during the COVID-19 pandemic between January and December 2021.

The report documents the interim findings from the impact study of the Ready to Work (RTW) grant program. This report describes interim program impacts on service and credential receipt, earnings and employment, public benefits receipt, and a range of other employment-related outcomes through approximately 18 months after random assignment of participants into the study. The evaluation also estimates impacts for subgroups based on age, education level, employment status and gender.

The report features findings from an evaluation of EMPOWER that used quantitative pre-post and descriptive analyses to measure changes in the outcomes for adolescent girls and women and qualitative analysis to contextualize findings. The evaluation’s primary objectives were to determine whether EMPOWER increased participants’ skill levels and, in turn, increased adolescent girls’ access to acceptable work and adolescent girls’ and women’s involvement in self-employment and paid work.

COVID-19 has caused hiring freezes and business and institutional closures, which affected disconnected youth’s ability to continue working with service providers to meet employment and education goals and basic needs. In response, and in order to continue supporting youth, providers have adapted their services. To assess these adaptations, Mathematica and its subcontractor, Social Policy Research Associates, conducted a supplemental study as part of the National Evaluation of the Performance Partnership Pilots for Disconnected Youth (P3).
The report provides the findings from the impact study of Youth CareerConnect (YCC). The YCC impact study assessed short-term student outcomes with two rigorous components—a quasi-experimental design (QED) study in 16 school districts and a randomized controlled trial (RCT) in four school districts that were also in the QED.
The report provides details on the data, samples, methods, and analyses for the Youth CareerConnect (YCC) impact study. Rigorously evaluating the effects of the YCC program on student outcomes required that multiple technical pieces be put in place, from selecting districts to participate in the evaluation to collecting and processing high-quality data and measuring impacts to conducting rigorous analysis to estimate impacts. This report provides details of these processes.
In 2014, the U.S. Department of Labor (DOL) awarded $107 million in four-year grants to 24 applicants for the Youth CareerConnect (YCC) program. At its core, the YCC program was designed to strengthen America’s talent pipeline by putting high school students on a pathway to complete postsecondary education, obtain industry-recognized credentials, and secure a job in middle- to high-skilled fields that often rely on foreign workers.

The report of the Trade Adjustment Assistance Community College and Career Training (TAACCCT) national evaluation synthesizes findings implementation and impact findings from 71 Round 4 third-party evaluations. It summarizes what has been learned from the fourth and final round of the grant program to support a growing body of evidence on strategies that encourage accelerated learning, college persistence and completion, and connections to employment. The synthesis provides implications for future community college and workforce development initiatives and how to evaluate them.

Healthcare workers are well known to be at high risk of musculoskeletal disorders (MSDs) from patient handling. In 2011, California passed the Hospital Patient and Health Care Worker Injury Protection Act (AB 1136) that requires acute care hospitals to implement safe patient handling policies and programs to prevent patient handling injuries (PHIs). In 2014, the California Division of Occupational Safety and Health (Cal/OSHA) established regulations to implement the safe patient handling law.

Paper that directly addresses the U.S. Department of Labor (DOL) topic areas of “Improving Equal Employment Opportunities for Targeted Populations” and “Innovative Approaches to Evaluating the Impact of Department of Labor Worker Protection Programs and Policies Using Existing Administrative or Other Data” through each of its three main objectives. Multiple meetings with Office of Federal Contract Compliance Programs (OFCCP) staff helped to shape and refine the components of this study to best address the current needs of OFCCP, employers, and individuals with disabilities.
Impact Evaluation
To evaluate the impacts of Seattle’s Secure Scheduling legislation on the work schedule experiences of Seattle workers, the researchers who developed this paper surveyed a set of workers paid by the hour and employed at businesses covered by the Secure Scheduling Ordinance. The researchers collected pre-implementation, baseline survey data from Seattle workers in the Spring of 2017. The researchers then collected follow-up survey data from Seattle workers between Fall of 2017 and Spring of 2018, after the law had gone into effect.
