The capacity building strategy was methodically implemented and measured. Building the capacity of the civil society organizations was strategically planned with the intention that the participating civil society organizations would define their own skills and knowledge that were in need of strengthening. civil society organizations were asked what they needed, instead of telling them. The comprehensive capacity building strategies were implemented as building blocks, with the goal of creating self-sufficient networks. One project staff member stated, “Organizations that at first asked for our help are no longer asking, and they’re working with each other. They recognize their own value; are more articulate; are able to engage other actors.”
