Eliminating Hazardous Child Labour and Occupational Safety, Health, and Environmental Risks. A manual for agents of change in cocoa communities in Ghana.

A manual produced by the ILO's International Programme on the Elimination of Child Labour (ILO-IPEC) in collaboration with the General Agricultural Workers' Union (GAWU of GTUC) to serve as an essential training tool for workers in the rural communities, especially farmers, to promote and ensure safety at the work place. It is one of IPEC's strategies in working with workers' representatives and employers' organizations to help ensure that work is safe for all. The production of this farmer-friendly manual fits under a new generation of ILO-IPEC projects in West Africa namely “Towards Child Labour-Free Cocoa Communities in d'Ivoire and Ghana through Integrated Area-Based Approach” financed by the United States Department of Labor and “Combating Child Labour in Cocoa-Growing Communities in Ghana and Côte d'Ivoire” financed by the Global Issues Group (GIG). |

A manual intended for extension officers in their engagement with farmers, farm workers and farmer groups to facilitate their understanding of the three components of this manual; Unit 1: Understanding the Concepts of Child Labour, Unit 2: Occupational Safety, Health and Environment (OSH&E) in the Agriculture Sector of Ghana, and Unit 3: The Role of Agriculture Extension Officers in Implementing the Ghana Child Labour Monitoring System (GCLMS). Under each unit, the trainer is given basic notes on the objectives for the unit, expected outputs, sessions and duration, preparation, materials required, methodology, procedure, evaluation, and key messages. The units are also supported with a resource section to furnish the trainer with key information that will enhance their capability to facilitate the sessions. |

This report presents an estimate of the people at risk of forced labor and the risk factors associated with the problem; and presents the results of the field research, which collected qualitative information from key informants and visits to certain farms or plantations. The report also presents the magnitude and characteristics of child labor, through the analysis of official information and field verification and description of the palm and cocoa production processes that incorporate children and adolescents in these activities. This study is the product of a consultancy commissioned from COMUNIDEC by the International Labor Office, and is linked to the expected results of the project "Building effective policies against child labor in Ecuador and Panama" (RLA 104) and the activities of El Plan Global de Acción Financiera. |
