This assessment of the Labor Inspectorate was conducted to contribute to a better understanding of the legislative, social and administrative environment in which Inspectors and Controllers function and the challenges they face in their day-to-day work. This document includes an overview of sectors in which child labor is most prevalent, an overview of the legal and policy framework relevant to addressing child labor, information on different actors' activities to address child labor, as well as an overview of the labor inspectorate. Based on information gathered from desk research and interviews with key stakeholders, this assessment then formulates recommendations on how the Ministry of Labor and Social Security, the Department to Combat Child Labor (DLTE) and the regional labor offices can improve their effectiveness and efficiency in combatting child labor. |

This document outlines a six step do-it-yourself process for planning, implementing, and evaluating a Comprehensive Occupational Health and Safety (OSH) Program in tea sector focusing on the vulnerability of young workers. A model of the six steps is outlined in PART I, while the detailed program is described in PART II. This document also provides an effective monitoring and evaluation of an OSH program in PART III while other OSH program resources are described in PART IV. These resources include worksheets, progress checklists, and information on how the Rwandese Federation of Tea Cooperatives (FERWACOTHE), Ministry of Labor and Public Services (MIFOTRA) or any other partner can help young workers to manage occupational hazards in their workplaces themselves. |

Occupational Training of Trainers Manual: Manual for Improving Working Conditions of Young Workers in the Rwandan Tea Sector

This Manual first outlines the various hazards and risks in the tea sector of Rwanda, and then presents modules for addressing these hazards and risks based on the participatory risk assessment approach. The training is targeted at tea growers’ representatives, tea cooperatives’ representatives, tea factories’ representatives, and members of the Federation of Rwandan Tea Cooperatives (FERWACOTHE) as well as other key stakeholders in the tea sector such as NGOs, Winrock staff, district and central labor inspectorate staff. The Manual is designed primarily for improving the working conditions of tea growers, especially young workers between 16 and 17 years old. The training can be delivered through multiple partners and platforms, including with the support of Winrock as well as the Department of Labor within MIFOTRA. |
