Assessment of the Burkina Faso Labor Inspectorate's Work on Child Labor 2016

This assessment of the Labor Inspectorate was conducted to contribute to a better understanding of the legislative, social and administrative environment in which Inspectors and Controllers function and the challenges they face in their day-to-day work. This document includes an overview of sectors in which child labor is most prevalent, an overview of the legal and policy framework relevant to addressing child labor, information on different actors' activities to address child labor, as well as an overview of the labor inspectorate. Based on information gathered from desk research and interviews with key stakeholders, this assessment then formulates recommendations on how the Ministry of Labor and Social Security, the Department to Combat Child Labor (DLTE) and the regional labor offices can improve their effectiveness and efficiency in combatting child labor. |

The purpose of the assessment was to gain an understanding of the inspectorate’s mandate and authority, as well as its resources, management structure and overall ability to enforce national laws and meet international obligations as they pertain to child labor. Information gleaned from the assessment will be used to develop tools and a training program on eliminating child labor for inspectors and other relevant personnel, such as trainers, managers and those working within the Child Labor Elimination Section at Nepal’s Department of Labor. This resource manual is intended to support all those wishing to take action against child labor in domestic work and to protect young domestic workers of legal working age. It is designed, in particular, to strengthen the capacity of trade unions and workers' groups, community-based organizations and NGOs to advocate for an end to exploitation and abuse of children in domestic work, and to provide good practice guidance on the best ways of directly assisting these children. |

This report presents an estimate of the people at risk of forced labor and the risk factors associated with the problem; and presents the results of the field research, which collected qualitative information from key informants and visits to certain farms or plantations. The report also presents the magnitude and characteristics of child labor, through the analysis of official information and field verification and description of the palm and cocoa production processes that incorporate children and adolescents in these activities. This study is the product of a consultancy commissioned from COMUNIDEC by the International Labor Office, and is linked to the expected results of the project "Building effective policies against child labor in Ecuador and Panama" (RLA 104) and the activities of El Plan Global de Acción Financiera. |
