American Rescue Plan Act UI Modernization Grants Map

As part of the American Rescue Plan Act (ARPA), the Department of Labor partnered with states to launch innovative projects across ARPA's three pillars of UI modernization—detecting and preventing fraud, promoting equitable access, and ensuring the timely payment of benefits—powering that work with more than $780 million in grants to states.

Fraud Detection / Prevention Grant (UIPL No. 22-21): to support fraud detection and prevention, including identity verification and overpayment recovery activities, in all UC programs

Equity Grant (UIPL No. 23-21): to support activities that promote equitable access to unemployment compensation (UC) programs, which include eliminating administrative barriers to benefit application, reducing state workload backlogs, and improving the timeliness of UC payments to eligible individuals

Tiger Teams (UIPL No. 02-22 / UIPL No. 11-23): to implement recommendations from multi-disciplinary experts in the areas of fraud prevention, equitable access to benefits, and payment timeliness and reduction of backlogs

Claimant Experience (Training and Employment Notice (TEN) No. 16-21): to support iterative development of modular, claimant-facing websites that connect to existing state systems and processes as needed to provide new claimants with an improved user experience

Navigator Grant (UIPL No. 11-22): to help workers learn about, apply for, and, if eligible, receive UI benefits and related services (i.e., navigate the UI program) and to support state agencies in delivering timely benefits to workers— especially workers who have faced obstacles to accessing UI benefits in the past

Integrity Grant (UIPL No. 11-23): to increase resources dedicated to overpayment recovery, by strengthening ID verification and implementing recommended and required fraud prevention and overpayment recovery strategies

IT Modernization Grant (UIPL No. 11-23): to develop resilient UI information technology (IT) systems that can continuously adapt to changing conditions and integrate evolving fraud prevention technologies
