To transmit interim operating instructions for implementing the Alternative Trade Adjustment Assistance (ATAA) for Older Workers Program established by the Trade Adjustment Assistance Reform Act of 2002.

To announce fiscal year 2003 (FY `03) training seminars for SWA BAM/DCA Investigators.

To announce the extension of Office of Management and Budget (OMB) approval of Forms ETA 843 and ETA 841, contained in ET Handbook No. 384, Unemployment Compensation for Ex-servicemembers (UCX) Handbook.

To advise State Workforce Agencies (SWAs) that Web-based reporting of required financial data for the Trade Adjustment Assistance (TAA) and North American Free Trade Agreement ¿ Transition Adjustment Assistance (NAFTA-TAA) training programs was effective for the quarter that ended June 30, 2003. The required reporting format is the Financial Status Report, Standard Form (SF) 269.

To transmit instructions for the electronic submission of the quarterly ETA 5148 Reporting Form, "Services to Migrant and Seasonal Farmworkers." States will now submit the information on ETA 5148 Reporting Form via the Web-based "Labor Exchange Agricultural Reporting System (LEARS)."

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of fiscal year (FY) 2003.
