The purpose of this Training and Employment Guidance Letter (TEGL) is to provide guidance for use of WIA Youth funded activities in PY 2011.

To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act funded activities for PY 2011. These performance goals, once they are agreed upon between the state and the Employment and Training Administration (ETA), will be incorporated into the state’s Strategic Plan for the WIA and Wagner-Peyser Act.

To provide Employment and Training Administration (ETA) grantees definitions of disbursements, expenditures, and obligations as they relate to the Federal reporting requirements specified in ETA grant agreements, the Uniform Administrative Requirements, and Government Accounting Standards to ensure consistent application of definitions in preparation of ETA’s financial reports.

To inform states of updates to the procedures to implement a program to recover unemployment compensation (UC) debt under the “Treasury Offset Program” (TOP) and to provide responses to frequently asked questions about the implementation process.

To announce the release and availability of ETA Occasional Paper titled Findings from a Study of One-Stop Self-Services: A Case-Study Approach

This guidance letter updates the procedures states should follow to apply for WIA section 503 Incentive Grants.

To announce a project spearheaded by the U.S. Department of Labor’s (DOL) Center for Faith-based and Neighborhood Partnerships (CFBNP) supporting the efforts of community-based and faith-based Job Clubs, and to encourage workforce leaders to develop collaborations between the workforce investment system and community-based and faith-based job clubs aimed at improving the quality and quantity of employment and training services to job seekers and unemployed individuals.

To inform states of the new methodology used to calculate the "on" or "off" total unemployment rate (TUR) indicators to determine when extended benefit (EB) periods begin and end in a state.

This Training and Employment Notice (TEN) serves to issue a follow-up announcement of the Building the Next Generation On-the-Job-Training (OJT) Toolkit. The OJT Toolkit is a compendium of policies, templates, and promising practices to support state workforce agencies and local OJT providers who are beginning to implement OJT or who are enhancing their OJT efforts. To encourage the Workforce Investment Act of 1998 (WIA) Section 166-Indian and Native American Youth Program grantees to partner with public and tribal land management agencies within the U.S. Departments of Interior and Agriculture in an effort to increase work experience opportunities for Indian and Native American youth on public and tribal lands.
