Portfolio Study Deliverable
The 2024 Veteran Employment Data Catalog is a document-based catalog of existing datasets that could be used to answer research questions related to veterans’ employment outcomes. The U.S. Department of Labor’s (DOL) Chief Evaluation Office (CEO) collaborated with the Veterans’ Employment and Training Services (VETS) to commission Insight Policy Research (now Westat) to identify both public and restricted datasets that align with topic areas derived from VETS’ mission.

In 2022, the Chief Evaluation Office (CEO) partnered with the Veteran Employment and Training Service (VETS) to fund contractor Westat to conduct the 2024 Veteran Employment Data Catalog under the Administrative Data Research and Analysis portfolio of studies. The data catalog aims to assist researchers by identifying existing public and restricted datasets related to the post-separation civilian transition, racial equity, and support for underserved veteran communities.

The report presents the findings of a literature review ad quantitative analysis conducted under the Black Lung Incidence Study. The study was designed to examine black lung incidence in the United States, exploring both cases and deaths. Within this scope, the study examined whether black lung incidence is higher among specific subpopulations of interest, including miners, mining communities, the Navajo Nation, and residents of Appalachia.
The report provides analysis of intermediate impacts on participation in and completion of TechHire and Strengthening Working Families Initiative (SWFI) programs training, receipt of credentials, and use of child care and other services, as well as on longer-term outcomes such as employment and earnings, advancement and job quality, and other, exploratory outcomes such as overall well-being, health, and housing status at about 2 years following random assignment.
The brief describes the challenges associated with helping low-income parents with children under the age of 13 pursuing training and employment to access affordable child care. It also proposes solutions that programs may undertake to increase their effectiveness in assisting parents with accessing and paying for appropriate child care. Further, it identifies barriers that remain to be addressed at the systems level.

The Family and Medical Leave Act (FMLA) provides eligible employees with up to 12 weeks of unpaid, job-protected leave per year. Existing evidence has documented that FMLA is associated with higher leave-taking and improved maternal and child health.

The report of an evaluation of strategies used in the TechHire and Strengthening Working Families Initiative (SWFI) grant programs. The evaluation includes implementation, outcomes, and impact studies. The impact study involves a randomized controlled trial of services provided by five grantees to estimate the effects of their programs on outcomes such as skill attainment, employment, and earnings. The focus of this report is the implementation study, which examines how 49 TechHire and SWFI grantees implemented their programs and the perceived effectiveness of the strategies used.

Sponsored by the U.S. Department of Labor’s Employment and Training Administration (DOL/ETA), the Young Parents Demonstration (YPD) was a federal grant initiative to enhance the Department’s existing programs to better serve at-risk and disadvantaged young parents and expectant parents, ages 16 to 24. Through two grant competitions, DOL/ETA issued three rounds of awards to 17 organizations, including both local public workforce agencies and non-profit community-based organizations.

The focus of this final report is on the four Round III community-based organizations awarded three-year grants in June 2011 totaling $5.5 million.

The Enhanced Transitional Jobs Demonstration (ETJD), funded by the Employment and Training Administration (ETA) of the U.S. Department of Labor (DOL), tested seven transitional jobs programs that targeted people recently released from prison or low-income parents who had fallen behind in child support payments. The ETJD programs were “enhanced” in various ways relative to programs studied in the past. MDRC, a nonprofit, nonpartisan research organization, led the project along with two partners: Abt Associates and MEF Associates.

The report details a study that uses the introductions of California’s Paid Family Care Leave Act (CA-FLI) and New Jersey’s Family Leave Insurance (NJ-FLI) to examine the effects of paid-leave laws on labor market outcomes for individuals who are likely to provide care to an elderly parent. A 2012 survey of employees in the United States showed that work leaves related to the health of a family member (parent, spouse, or child) were almost as common as leaves related to caring for a newborn child (Klerman, Daley, and Pozniak, 2014).

The report provides quasi-experimental evidence on the impact of paid leave legislation on fathers’ leavetaking, as well as on the division of leave between mothers and fathers in dual-earner households. Using difference-in-difference and difference-in-difference-in-difference designs, researchers study California’s Paid Family Leave (CA-PFL) program, which is the first source of government-provided paid parental leave available to fathers in the United States.

Family leave provides an employee with a period of time off work to care for a newborn or a sick child, spouse, or parent. The 1993 Family and Medical Leave Act (FMLA) requires that employers provide 12 weeks of family leave to qualifying workers with a newborn or a sick child, spouse, or parent, but that leave is unpaid.

The paper describes the New Mexico Pay Equity Initiative, which was instituted by Governor Bill Richardson’s administration over a two year period (2009-2011). The Initiative built on recommendations from an Equal Pay Task Force created by the New Mexico State legislature in 2003, and a subsequent task force created by the governor in 2008.
The minimum wage is one of the most researched areas in labor economics with a vast body of literature that dates back nearly seventy years (Brown 1999). Research proliferated as variation in state minimum wage policies gained steam over the last several decades. However, research, debate and policy has largely ignored the lesser known subminimum wage received by tipped workers (also referred to as the tipped or cash wage). That there are two federal wage floors is unknown to many and the existence of the federal subminimum wage—at $2.13 since 1991—often comes as a bit of a surprise.
In the paper, the researcher leverages variation in response to a statewide full-day kindergarten policy to explore the effects of full-day kindergarten expansions on student academic performance—as measured by school-level standardized test scores—in first and third grade and on women’s labor force participation, measured by county-level employment statistics.
