The issue brief series explores emerging findings from a 2-year implementation study of the Urban Employment Demonstration Grants for Youth and Young Adults, funded by the U.S. Department of Labor (DOL), Chief Evaluation Office (CEO). In 2015, DOL’s Employment and Training Administration (ETA) awarded seven urban cities with 2-year grants to develop projects to address the workforce needs of disconnected youth and young adults (ages 16–29) in U.S. cities and communities experiencing high unemployment, crime, and poverty rates, and low high school graduation rates.

The purpose of the report is to explore implementation of Youth CareerConnect (YCC) about two years after funding began. This report draws information from five sources: (1) a grantee survey describing YCC as it was implemented in one of its schools, (2) grantees’ quarterly progress report narratives, (3) visits to 10 grantees, (4) YCC’s Participant Tracking System, and (5) a survey of parents and students in YCC in 8 of the grantees visited.

In 2014, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration and funded contractor MDRC to conduct An Introduction to the World of Work: A Study of the Implementation and Impacts of New York City’s Summer Youth Employment Program. The study aims to examine both the implementation of New York City’s Summer Youth Employment Program (SYEP) and its effects on participants’ education, employment, and earnings outcomes.

The report examines the impacts of the nation’s largest summer youth jobs program — New York City’s Summer Youth Employment Program (SYEP) — on young people’s education, employment, and earnings. The evaluation, which is funded by the U.S. Department of Labor (DOL) and a private foundation, includes a sample of nearly 265,000 young people who applied to SYEP for the first time between 2006 and 2010. The analysis uses an experimental design that relies on SYEP’s randomized lottery application system.

In 2017, the Chief Evaluation Office (CEO) partnered with the Veterans’ Employment and Training Service (VETS) and commissioned contractor Mathematica and its subcontractors, the Urban Institute and Social Policy Research Associates, to conduct the Homeless Veterans’ Reintegration Program (HVRP) Evaluation.

The report of the Evaluation of the Reemployment and Eligibility Assessment (REA) Program, and as a precursor to an impact study analysis, describes the implementation of the REA program in the four states in which the evaluation study was conducted: Indiana, New York, Washington, and Wisconsin. This report and its analysis support the broader impact evaluation in two distinct ways. Most important, this report describes in detail the REA program as it was implemented across the four participating states during the study period.

In 2015, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) and funded contractors Mathematica Policy Research and Social Policy Research Associates to conduct the Linking to Employment Activities Pre-Release (LEAP) Program Evaluation. The evaluation aims to examine program implementation at each of the 20 LEAP pilot locations through site visits at each location, phone interviews, focus groups, and analysis of grantees’ quarterly performance reports.

Between the critical ages of 16 and 24, many low-income youth are at risk of becoming disconnected from school and the labor market. Previous research suggests that more than 30 percent of high school dropouts in this age range are unemployed, partly because they lack postsecondary credentials, labor market experience, and other forms of human capital. Low-income and minority youth who obtain a high school degree and enroll in college are less likely than their peers to complete their degree, often lacking the guidance and resources needed to succeed in postsecondary education.

In December 2012, the U.S. Department of Labor (DOL) Bureau of International Labor Affairs (ILAB) awarded a $1.5 million grant to Colombia’s Escuela Nacional Sindical (ENS) to implement the project Strengthening Protections of Internationally Recognized Labor Rights in Colombia (Workers’ Rights Centers) over three years. In 2015, ENS received a one-year extension with an additional $600,000 in funding for a total of $2.1 million.

The brief draws on data from visits to all 20 Linking to Employment Activities Pre-Release (LEAP) sites and focuses on the strategies the grantees used during the early planning and implementation period to build common ground between jail and workforce staff in promoting successful reentry for participants.

The brief uses data from site visits to 8 of the 20 Linking to Employment Activities Pre-release (LEAP) sites to explore the role of Internet access in pre-release employment services as well as the resources, staffing, and infrastructure needed to establish Internet access for a jail-based American Job Center (AJC).

The brief discusses how Linking to Employment Activities Pre-Release (LEAP) workforce development staff worked with jail administrators to gain access to jail space and their strategies for scheduling services inside a jail-based American Job Center (AJC). It relies on data gathered through site visits to eight LEAP sites during the planning period for LEAP, as well as tours of all 20 jail-based AJCs being implemented by grantees.

Drawing on data from site visits to seven Linking to Employment Activities Pre-Release (LEAP) sites, the brief explores their approach to staffing jail-based American Job Centers (AJCs), including the varying staffing configurations, key staff qualifications, hiring and onboarding processes, and strategies to expedite hiring based on lessons

The brief uses data from site visits to 8 of the 20 Linking to Employment Activities Pre-release (LEAP) sites to explore the factors that enabled them to complete these activities more quickly than the time allotted. While an expedited launch does not necessarily imply that a grantee will have stronger overall performance, an analysis of grantees that began enrollment quickly provides insight into the conditions present and the strategies used to achieve faster, and perhaps more efficient, implementation.

The U.S. Army and the U.S.

In 2016, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund contractors Abt Associates in partnership with MEF Associates to conduct the Ready to Work (RTW) Partnership Grant Evaluation program. It includes an implementation study to understand how the programs were designed and implemented and an impact study to measure the effectiveness of these programs in improving participants' short and long-term outcomes.

In 2016, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund contractors Westat and MDRC to conduct an implementation study and randomized controlled trial (RCT) impact study of the H-1B-funded TechHire Partnership Grants (TechHire) and the Strengthening Working Families Initiative (SWFI). The Department of Labor awarded funds for both of these programs in September 2016.

In 2013, the Department of Labor (DOL) Chief Evaluation Office (CEO) partnered with the Employment and Training Administration’s Office of Apprenticeship (OA) and funded L&M Policy Research to publish the United Services Military Apprenticeship Program (USMAP) Implementation Study and Feasibility of an Impact Study. This report examines USMAP program operations and the extent to which participants perceive the provided training and assistance supporting greater career success.

The report presents the findings of the United Services Military Apprenticeship Program (USMAP) Implementation Study and Feasibility of an Impact Study as conducted by L&M Policy Research and the Urban Institute. In undertaking the analysis, the L&M-Urban team interviewed key staff members involved with USMAP operations. In addition, the team conducted 11 focus groups at two Navy and two Marine Corps bases with USMAP apprentices, USMAP completers, and USMAP supervisors.

Typically, unemployed workers who have met their state’s eligibility criteria for benefits can receive up to 26 weeks of unemployment benefits, which are intended to provide a financial cushion while the workers adapt to the loss of a job and household income. These state-funded benefits, often referred to as regular Unemployment Insurance (UI), are available regardless of the strength of the economy.

The report provides an overview of the Site Specific Targeting Program (SST11) and a random assignment evaluation design implemented by Occupational Safety and Health Administration (OSHA) to assess the short-term impacts of the program.

To understand the connections between Workforce Data Quality Initiative (WDQI) grants and state efforts to develop Consumer Report Card Systems (CRCSs), the U.S. Department of Labor (DOL) contracted with IMPAQ International, LLC (IMPAQ) to conduct the Feasibility of Using WDQI and Eligible Training Provider Lists (ETPLs) Data for Consumer Reports project. The report has three main objectives:

The American Recovery and Reinvestment Act of 2009 provided funding for skills training in green jobs and healthcare jobs via four Solicitations for Grant Applications (SGA): Healthcare and Other High Growth and Emerging Industries (HHG); Pathways Out of Poverty (POP); State Energy Sector Partnerships and Training (SESP); and Energy Training Partnerships (ETP). In early 2010, 152 grantees were awarded an average of $4 million to $5 million for two- or three-year grants.
