Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor herein
presents the results of an investigation regarding certification
of eligibility to apply for worker adjustment assistance.
The investigation was initiated in response to a petition
filed on October 23, 2019, by the Commonwealth of Pennsylvania
on behalf of workers and former workers of Integra Lifesciences,
Surgical Lighting Products, York Division, a wholly owned
subsidiary of Willis International Limited, a part of Willis
Tower Watson Group, York, Pennsylvania (TA-W-95,316; Integra-
Surgical Lighting Products), and Integra Lifesciences, Dental
Instruments, York Division, a wholly owned subsidiary of Willis
International Limited, a part of Willis Tower Watson Group,
York, Pennsylvania (TA-W-95,316A; Integra-Dental Instruments).
Workers at Integra Lifesciences, York, Pennsylvania are
separately identifiable by article produced. The worker group
of TA-95,316 is engaged in activities related to the production
of surgical lighting products. The worker group of TA-95,316A
is engaged in activities related to the production of dental
instruments.
Both worker groups (Integra-Surgical Lighting Products and
Integra-Dental Instruments) include on-site leased workers from
Adecco USA, Inc.
During the course of the investigation, the Department
collected information from the workers' firm.

Section 222(a)(1) has been met because a significant number
or proportion of the workers in Integra-Surgical Lighting
Products have become totally or partially separated, or are
threatened to become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers' firm
has shifted to a foreign country the production of articles like
or directly competitive with those produced by the workers which
contributed importantly to worker group separations at Integra-
Surgical Lighting Products.

Section 222(a)(1) has been met because a significant number
or proportion of the workers at Integra-Dental Instruments have
become totally or partially separated, or are threatened to become
totally or partially separated.
Section 222(a)(2)(A)(i) has been met because the sales
and/or production at Integra-Dental Instruments have decreased
absolutely.
Section 222(a)(2)(A)(ii) has been met because imports of
articles like or directly competitive with those produced by
Integra-Dental Instruments have increased during the relevant
period when compared to the representative base period.
Finally, Section 222(a)(2)(A)(iii) has been met because
increased imports contributed importantly to worker group
separations and sales/production declines at Integra-Dental
Instruments.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Integra-Surgical
Lighting Products, who are engaged in activities related to the
production of surgical lighting products, and workers of
Integra-Dental Instruments, who are engaged in activities
related to the production of dental instruments, meet the worker
group certification criteria under Section 222(a) of the Act, 19
U.S.C. § 2272(a). In accordance with Section 223 of the Act, 19
U.S.C. § 2273, I make the following certification:
"All workers of Integra Lifesciences, Surgical Lighting
Products, York Division, a wholly owned subsidiary of
Willis International Limited, a part of Willis Tower Watson
Group, including on-site leased workers from Adecco USA,
Inc., York, Pennsylvania (TA-W-95,316) and Integra
Lifesciences, Dental Instruments, York Division, a wholly
owned subsidiary of Willis International Limited, a part of
Willis Tower Watson Group, including on-site leased workers
from Adecco USA, Inc., York, Pennsylvania (TA-W-95,316A),
who became totally or partially separated from employment on
or after October 22, 2018 through two years from the date of
certification, and all workers in the group threatened with
total or partial separation from employment on the date of
certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended."
