Amended Certification Regarding Eligibility

To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor issued a
Certification of Eligibility to Apply for Worker Adjustment
Assistance on April 20, 2020, applicable to workers of Insight
Global, Inc., Accion Labs Inc., Adea Solutions, Albin Engineering
Services, Artech Information Systems LLC, Bucher and Christian
Consulting, Collabera, Cornerstone Staffing Solutions, Cybersearch
LTD, Eclaro International Inc., eTeam Inc., Expresso, KForce Inc.,

Lionbridge Technologies, Inc., Marisan Group, Menlo Logistics,
Netsource Inc., Northwest Software Inc., ny of Design, Pactera
Technology International, Paradigm Information Services Inc.,

The Department's notice of determination was published in the
Federal Register on June 3, 2020 (85 FR 34242).

At the request of the state workforce office, the Department
reviewed the certification for workers of the subject firm. The
workers are engaged in activities related to the supply of printer
manual creation services.

The company reports that workers leased from Beyondsoft
International were working on-site at the Boise, Idaho location
of HP Inc., Imaging, Printing and Solutions Business Group. The
Department has determined that these workers who were omitted
from the initial certification and are sufficiently under the
control of the subject firm to be considered leased workers.

Based on these findings, the Department is amending this
certification to include workers leased from Beyondsoft
International, working on-site at the Boise, Idaho location of HP
Inc., Imaging, Printing and Solutions Business Group.

The amended notice applicable to TA-W-94,983H is hereby issued
as follows:

"All workers of Insight Global, Inc., Accion Labs Inc., Adea
Solutions, Albin Engineering Services, Artech Information
Systems LLC, Bucher and Christian Consulting, Collabera,
Cornerstone Staffing Solutions, Cybersearch LTD, Eclaro
International Inc., eTeam Inc., Expresso, KForce Inc.,

Netsource Inc., Northwest Software Inc., ny of Design, Pactera

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor herein
presents the results of an investigation regarding certification
of eligibility to apply for worker adjustment assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the workers
in such workers' firm have become totally or partially
separated, or are threatened to become totally or
partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of articles
or supply of services like or directly competitive with
those produced/supplied by the workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers' separation or
threat of separation.

The investigation was initiated in response to a petition
filed on July 12, 2019, by a state workforce office on behalf of
workers of HP Inc., Imaging, Printing and Solutions Business
Group, Palo Alto, California (TA-W-94,983); HP Inc., Imaging,
Printing and Solutions Business Group, San Diego, California (TA-
W-94,983A); HP Inc., Imaging, Printing and Solutions Business
Group, Fort Collins, Colorado (TA-W-94,983C); HP Inc., Imaging,
Printing and Solutions Business Group, Alpharetta, Georgia (TA-W-
94,983E); HP Inc., Imaging, Printing and Solutions Business
Group, Boise, Idaho (TA-W-94,983G); HP Inc., Imaging, Printing
and Solutions Business Group, Rio Rancho, New Mexico (TA-W-

The worker group is also comprised of remote workers
reporting from Alabama, Arizona, California, Colorado,
Connecticut, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana,
Iowa, Kansas, Kentucky, Maine, Massachusetts, Michigan,
Minnesota, Mississippi, Montana, Nebraska, Nevada, New
Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma,
Oregon, Pennsylvania, South Carolina, Tennessee, Texas, Utah,
Virginia, Washington, Wisconsin, Puerto Rico, and the District
of Columbia.
The worker group is engaged in activities related to the
supply of imaging, printing and solutions business services,
including product development.
The worker group, with the exception of Spring, Texas (TA-
W-94,983Q) was previously certified eligible to apply for Trade
Adjustment Assistance under petition numbers TA-W-92,293 through
TA-W-92,293M on December 15, 2016. Certain leased worker groups
were named within the determination, as applicable, to certain
locations.
During the course of the investigation, information was
collected from the petitioner and the workers' firm.
Section 222(a)(1) has been met because a significant number
or proportion of the workers in HP Inc. have become totally or
partially separated, or are threatened to become totally or
partially separated.
Section 222(a)(2)(B) has been met because the workers' firm
has shifted to a foreign country the supply of services like or
directly competitive with the services supplied by the workers
which contributed importantly to worker group separations in HP
Inc.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of HP Inc., Imaging,

Group, Alpharetta, Georgia (TA-W-94,983E); HP Inc., Imaging,
Printing and Solutions Business Group, Boise, Idaho (TA-W-
