Notice of Termination of Investigation

Pursuant to Section 221 of the Trade Act of 1974, as amended,
an investigation was initiated in response to a petition filed on
March 28, 2019, by the State of Kansas on behalf of workers of
Outsource Management Services, Negotiations Department (AKA DR
Processing), Costa Mesa, California (Outsource Management Services-
DR Processing). The petition states that workers of Outsource
Management Services-DR Processing are engaged in activity related
to debt settlement services, that the subject firm may have
conducted business under the names "Decision One Debt Relief" in
Tulsa, Oklahoma and "LOCO Enterprises LLC" in Guaynabo, Puerto
Rico, and that the worker group includes those who "worked from
home in several states" including California, Tennessee and
Kansas. The petition states: "US employees were sent to the
Dominican Republic to train new employees who were 'joining' the
team. After a few months the whole negotiations team (now called
DR Processing) within the US as laid off."
The petition regarding the investigation has been deemed
invalid because it does not comply with the requirements set forth
in 29 CFR 90.11(c)(2) and 90.11(c)(3).
The Department's investigation revealed that "Outsource
Management Services" does not correspond to either the address (555
Anton Boulevard, 1st Floor, Costa Mesa, California) or the functions
(debt settlement) listed on the petition. Consequently, the
investigation has been terminated.
