In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
issued a Certification of Eligibility to Apply for Worker
Adjustment Assistance on January 24, 2018, applicable to workers
of Dex Media, Inc., DBA Dex YP, Tucker, Georgia. The
determination was subsequently amended on August 8, 2018 to
include the workers of Dex Media, Inc., DBA Dex YP, including
on-site leased workers from Accenture LLP, Accion Labs Data
Solutions Inc., Accretive Solutions-Dallas LP, Amdocs Inc.,

The Department concurrently conducted a separate
investigation in response to a petition filed on December 4,
2017 by a state workforce official on behalf of workers of YP
Holdings, LLC., Maryland Heights, Missouri (TA-W-93,345). Upon
investigation, it was discovered that the worker group who is
the subject of aforementioned petition provided general
administrative and bookkeeping support services for the worker
group previously certified eligible for Trade Adjustment
Assistance on January 24, 2018 for petition TA-W-93,202. Upon
review of new and existing information, the Department found
that further amendment to clarify the worker group is
appropriate.
The amended notice applicable to TA-W-93,202 is hereby
issued as follows:

Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
issued a Certification of Eligibility to Apply for Worker
Adjustment Assistance on January 24, 2018, applicable to workers
of Dex Media, Inc., DBA Dex YP, DFW Airport, Texas.
At the request of the state workforce office, the
Department reviewed the certification for workers of the subject
firm. The workers are engaged in advertising and business
automation solutions. Workers are not separately identifiable
by service.
The state workforce office reports that the petition for
TA-W-93,202 was filed on behalf of the workers of Dex Media,
Inc., DBA Dex YP, Tucker, Georgia and that as such, the
determination for workers of Dex Media, Inc., DBA Dex YP, DFW
Airport, Texas should be amended to include workers of Dex
Media, Inc., DBA Dex YP, Tucker, Georgia. The Department
reviewed new and existing information and found that an
amendment to clarify the worker group is appropriate.
The amended notice applicable to TA-W-93,202 is hereby
issued as follows:

"All workers of Dex Media, Inc., DBA Dex YP, including
on-site leased workers from Accenture LLP, Accion Labs
Data Solutions Inc., Accretive Solutions-Dallas LP,
Amdocs Inc., Andrasko Partness LLC, ASEC
International, Augmentation Inc., Avison Technologies
Group, Black Book, Black Box Network Services,
Centurylink, Compware Technologies Inc., Convergent
Outsourcing Inc., Crew Connection, Inc., Crossbridge

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers' separation or
threat of separation.

The investigation was initiated in response to a petition
filed on October 4, 2017 by a State Workforce Office on behalf
of workers of Dex Media, Inc., d/b/a Dex YP, DFW Airport,
Texas (Dex). The workers' firm is engaged in activities related
to the supply of advertising business automation solutions.
The subject worker group includes on-site leased workers
from Accenture LLP, Accion Labs Data Solutions Inc., Accretive
Solutions-Dallas LP, Administrative Resource Options, Inc.,
Alku Technologies LLC, Amdocs Inc., Andrasko Partness LLC,
Asec International, Augmentation Inc., Avizon Technologies
Group, Black Book, Black Box Network Services, Centurylink,
Compware Technologies Inc., Convergent Outsourcing Inc., Crew
Connection Inc., CrossBridge Communication LLC, CV Editorial
Services, Dallas Prompter & Captions, Inc., Digital Motorworks

During the course of the investigation, information was
collected from the petition and workers' firm.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in such workers' firm have
become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers'
firm has acquired from a foreign country the supply of services
like or directly competitive with services supplied by the
workers which contributed importantly to worker group
separations at Dex.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Dex, who are engaged
in activities related to the supply of advertising business
automation solutions services, meet the worker group
certification criteria under Section 222(a) of the Act, 19
U.S.C. § 2272(a). In accordance with Section 223 of the Act, 19
U.S.C. § 2273, I make the following certification:
"All workers of Dex Media, Inc., d/b/a Dex YP, including
on-site leased workers from Accenture LLP, Accion Labs
Data Solutions Inc., Accretive Solutions-Dallas LP,
Administrative Resource Options, Inc., Alku Technologies
LLC, Amdocs Inc., Andrasko Partness LLC, Asec
